New Summoner Icons
Today's update includes four new Valentine's Day themed summoner icons themed around the champion skins and ward skin that debuted in an earlier patch t his cycle. No details on availability yet.
Skin Tweaks
Warring Kingdoms Vi now has her tea cup when taunting Caitlyn.

Balance Changes

Champions
- Rend (E) :
- Passive no longer deactivates when E is on CD,
- Minimum units killed for for mana cost refund lowered to 1 from 2.
Summoner Spells
Smite
- Base heal lowered to 70 from 100.
Notes
- Meddler noting a balance hotfix will go TO 6.24 LIVE later this week including many changes we've already seen on PBE - including: Azir, Ivern, Le Blanc, Rengar, Shaco, Taliyah, and Smite. 6.24 patch notes have been updated.
