2/28 PBE Update: "KAISA_EXOSUIT_LOADER.log" & More Tentative Balance Changes

The PBE has been updated! As we continue the 8.5 PBE cycle, today's patch includes a mysterious KAISA_EXOSUIT_LOADER.log file and more tentative balance changes!

"KAISA_EXOSUIT_LOADER.log"

A strange file named "KAISA_EXOSUIT_LOADER.log"  popped up in the files for today's PBE update.  This small file contains the following text containing what seems to be a system log, a mention of Exosuit Weapon Systems, a header reading "FORTUNE", Kai'sa, a bounty on an unnamed individual, and several other mysterious tidbits.

1) Wittrock shared context on the Volibear changes in today's PBE update:
The change is a slight increase to the speed of Majestic Roar's knockback, with a reduction to the total duration.
1) Here's Riot August with a new changelist for Rengar coming in today's PBE:
"Small update for tomorrow (2/28). 
In light of the significant feel and flow improvements (Buff-Fixes) that we're shipping for Rengar this patch we're going to go light on the straight numbers buffs. Should he remain weak after 8.5 we'll focus on numbers in 8.6
