New Skins
Following GGMF in the 3/6 PBE update, three new skins are now on the PBE - the crafting exclusive Hextech Alistar and the dynamic duo of Birdio and Pizza Delivery Sivir!

What's One For All?

What's new?
- Summoner's Rift has been sped up for One For All. You'll start at level 3, gain experience and gold faster, and more!
- Shields and most buffs now stack. The main exception is slows, which "stack", but only apply the single strongest value.
- Four votes are required to lock in a champion, instead of three.

Wait, did you say Summoner's Rift is faster?
I did! We're trying to let people cut right to the fun of One For All, do the Wombo Combo™ a couple of times and then have the game end. During playtests, we found that the midgame was, by far, the most fun part of a game of OFA. Thus, most of the changes we made in this vein are intended to accelerate both teams into the midgame quickly, blend into the late-game for a while, and then tip decisively in the winning team's favor. As an extra benefit, being out-voted into a champion you don't like, or accidentally winding up in a really bad matchup isn't a big deal -- you can move onto the next game pretty quickly.
Overall, we're shooting for a game length of 20-25 minutes. If you have a game that's significantly longer than that, we want to know about it!

Here's Riot Repertoir with a thread on waveclear changes now testing on the PBE:Hello!
It's been noticed that there are some changes to minions on the PBE, and those haven't been socialized at all, so here's a place to discuss those things.
Basic Idea
The changes are primarily aimed at making it more difficult to easily clear minion waves. I think that some version of that is good primarily because it means you'll have to spend more time in your lane actively managing the wave, resulting in increased time for you and your opponent to interact with each other. The more opportunities you have to interact with your opponent, the more you can demonstrate your own skill over them, and League could use a more opportunities to demonstrate skill over your opponent that don't necessarily manifest as "push and roam" strategies or other map-influencing strategies. This aims to improve the ability for players to beat their opponent in lane. There will certainly be balance outliers created on the top end as a result of this work, and they will need to be addressed if we move forward.
There are additional changes to minion gold value that concentrate it into cannons without meaningfully altering the amount of gold gained from minions (especially pre 20 minutes). This is another tactic to create regular conflict between lane opponents.
Straight up, I do NOT expect these changes to be immediately popular. Still, I could see doing them if I thought they increased the quality of the game over the long term especially. Both those things said, I'm not necessarily convinced this is the perfect list to get the best results. It's on the PBE regardless so that there can be conversation around it before things are finalized.

"Upgrades" occur every 3 waves, so using the melee minion example below, they go from gaining 18 Health (plus 0.3 per upgrade) every 3 waves to ganing 21 Health every 3 waves.

1) Here's ricklessabandon with context and a changelist for Ahri in today's PBE update:[1] okay, have a bit of ahri info for anyone waiting on pbe iterations — going to have two different versions to try out, one for wednesday and another for thursday wednesday version is going to put more power into charm thursday version is going to put more power into spirit rush
[2] both versions will have movement speed removed from orb of deception, and both versions will have minor adjustments to fox-fire
[3] here's a preview of the wednesday version — we'll be looking out for feedback on how this version feels to play, as well what kinds of things about it players might like to see adjusted, before swapping over to the next iteration
2) Regarding the Guinsoo's Rageblade PBE iterations in 8.6, Meddler explained:
"We're experimenting with some different directions, including melee/ranged splits, whether it should be a hybrid item or not, whether it should be a rush item or something that you pair with previously built on hit stuff, whether it should have a stat line that forces Adaptive stats to AP etc. One of our goals is to try and open it up to more users, without just buffing it even more for those it's already strong on. Not sure what the team's thoughts are on the current version on the PBE, it only went into testing a day or two ago (had different changes again before that). Will pick their brains and get some more thoughts in for Friday."3) PhRoXzOn noted a changelist and context for changes on Lee Sin coming in today's PBE update:
