10/29 PBE Update: Skin Bios & Tentative Balance Changes

The PBE has been updated! As we continue the 8.22 PBE cycle, today's patch includes new skin bios and more tentative balance changes!

Miscellaneous 

  • Another handful of skin bios were added this cycle, including Ashen Lord Aurelion Sol, Shadowfire Kindred and more from the Infernal skin line,  Praetorian Graves and Fiddlesticks, and more. Examples:
Praetorian Graves 
"Unleashed upon the multiverse by imperfect Pulsefire technology, Graves is but one of a numberless horde of Praetorian marauders now plaguing spacetime. Its programming is unlike anything from any known past, present, or future-- each of its thoughts is so complex, it would take ten lifetimes for a human to comprehend. 
Praetorian Fiddlesticks 
"The Remembrancers' worst fears have been realized. Emerging from tears in the fabric of spacetime, hordes of faceless, robotic marauders appear across the multiverse, destroying everything in their path. Fiddlesticks is only a single unit in this endless invasion force, assimilating any technology it comes across, and eradicating all life."

Balance Changes

  • World Ender (R) reverted back to live values.

Items
Targon's Brace
  • Unique Passive - Spoils of War damage increased from [200 (+10 per level)] to [200 (+20 per level)]

Runes
Celerity (S3)
[Celerity has a new effect in testing on the PBE!]
  • Movement speed bonus effectiveness increased from 10% to 13%
  • [New] Now notes "Does not apply to the base effect of boots type items."
  • [Full Tooltip]
"Movement speed bonuses are 13% more effective on you. 
Does not apply to the base effect of boots type items."

Shield Bash (R2)
[Shield Bash is a new rune testing on the PBE this cycle!]
  • [New] Now notes "While shielded, gain 1 - 10 bonus Armor and Magic Resist."
  • [Full Tooltip]
"While shielded, gain 1 - 10 bonus Armor and Magic Resist. 
Whenever you gain a new shield,  your next basic attack against a champion deals 4 - 22 (+1.5% Bonus Health) (+8.5% New Shield Amount) bonus adaptive damage. 
You have up to 2s after the shield expires to use this effect."

Context & Notes

1) Here's Riot MapleNectar with context on the Aatrox changes this cycle:
"The Aatrox nerfs that have been on PBE this cycle are being pushed to 8.23. Reducing the duration of his ult ended up requiring us to change his ult audio to be dynamic as opposed to a static length. Didn't get that time, but the change will return on 8.23."
