Below you will find a comprehensive list of new content, balance changes, and whatever else is included in the current PBE cycle! Be aware that these changes are extremely tentative, there is a possibility that things you see below will be changed or even reverted prior to the live patch.
New Skins
To start the 5.15 PBE cycle, we have a new Cottontail Fizz skin hopping on the PBE for testing!

Fiora, the Grand Duelist Update: Now featuring more duelist. BIG changes to her passive, W, and R, with smaller but still significant changes to Q and E. Also included: new particles, sound effects, animations, splash & icons! Stat Changes:
- Base HP decreased to 570 from 592.8
- HP Per Level decreased to 80 from 85
- Base Mana increased to 300 from 287.2
- Base HP Regen Per Second increased to 1.65 from 1.3688
- HP Regen Per Second Per Level decreased to 0.11 from 0.16
- Base Mana Regen Per Second increased to 1.6 from 1.518

Duelist's Dance (Passive)
Fiora identifies Vitals on nearby enemy champions. Fiora will reveal a new Vital afte striking the last one, or after 15 seconds.
When Fiora strikes a Vital, she deals 3 (+.028 - .045 AD )% of the target's maximum health in true damage, receives [20% base, increases to 30/40/50% based on R rank ] increased movement speed that decays over 1.75 seconds, and recovers [20 + 5 per level] health.
Lunge (Q)

Fiora lunges in a direction and slashes a nearby enemy, dealing 65/75/85/95/105 (+.55/.7/.85/1.0/1.15 bonus AD) physical damage and applying on-hit effects. This attack prioritizes Vitals and targets in kill range.
If this ability hits an enemy, 60/60/60/60/60% of its cooldown is refunded.
Riposte (W)

Fiora parries all incoming damage and disables for the next 0.75 seconds and then slashes in the target direction
The slash deals 90/130/170/210/250 (+.6 AP) magic damage to the first enemy champion and slows their movement and attack speed by 50% for 1.5 seconds.
If Fiora parries an immobilizing disable, Riposte stuns instead of slowing.
Bladework (E)
40/45/50/55/60 Mana

Fiora gains 50% increased attack speed for the next two attacks. The first attack cannot critically strike, but applies a 1 second 40/45/50/55/60% slow. The second attack is guaranteed to critically strike for 140/155/170/185/200% damage

Fiora reveals all four Vitals on the target champion, for a potential [4x damage of passive] % max health true damage. In addition, Fiora gains Duelist Dances's movement speed bonus (30/40/50%) while near the target.
If Fiora hits all 4 Vitals in 8 seconds or if the target dies after she has hit at least one, Fiora and her allies in the area are healed for 80/110/140 (+.6 AD) each second for 5 seconds.fiora0
Lore
Fiora's short form lore was also changed:"''I have come to kill you for the sake of honor. And though you possess none, you will die just the same.''
The most feared duelist in all of Valoran, Fiora is as renowned for her indomitable will and haughty pride as she is for her skill with the blade. She was born to Demacia's House Laurent, a once-proud family whose reputation was tarnished by the actions of her father. In an unprecedented move, Fiora challenged him to single combat and, upon winning, took control of House Laurent. Defying the Demacian establishment, she has set about restoring the reputation and pride of her family name, one duel at a time."
Updated Skins

As announced earlier, Gangplank's appearance is changing to reflect the events that happened during the story of the Bilgewater: Burning Tides event. Check out the "Gangplank returns" post or Gangplank's updated Champion Update page for more information.
For those who haven't kept up with the event, here's a quick TL;DR following the story's epilogue - Miss Fortune, who was seeking revenge for her mother's murder, blew up Gangplank ship in an attempt to kill him. Gangplank managed to survive the attack but lost his arm and control over Bilgewater, which has has broken out into war as various gangs fight for power after hearing word of Gangplank's death.
Here's a look at Gangplank's new base appearance:
Gangplank
To go with his new look, Gangplank also has a new voiceover on the PBE! Clocking in at 6:30 minutes, this voiceover includes all new lines and new champion interactions:
Gangplank's "old new" voiceover is now only on the Captain Gangplank skin, all other skins will now use this voiceover as it is the base voiceover.
Gangplank also has a new champion select quote:
"Neither the flames nor the depths could claim me"
The pre-Burning Tides appearance that originally shipped as his base appearance with 5.14 is now the Captain Gangplank skin. Players who own and have played at least one matchmade game as Gangplank before the end of the event on August 10th will receive Captain Gangplank for free - announcement and more details available here.
Captain Gangplank
As noted above, Captain Gangplank uses this voiceover instead of the new base voiceover.
While you can obtain this skin for free by owning GP and playing him prior the Bilgewater: Burning Tides event ending on August 10th, its price in the PBE shop is listed as 975 RP.

Short in-game bios for both Gangplank and Miss Fortune have also been added in today's patch.
Gangplank

Where he goes, death and ruin follow, and such is his infamy and reputation that the merest sight of his black sails on the horizon causes panic among even the hardiest crew.
Miss Fortune
"'The bigger the risk, the bigger the bounty.'' Beauty and danger: There are few who can match Miss Fortune in either. One of Bilgewater's most infamous bounty hunters, she built her legend upon a swathe of bullet-riddled corpses and captured ne'er-do-wells. The booming echoes of her twin pistols in the port city's reeking wharfs and scavenger shanties are sure signs of another warrant from the Bounty Board being settled.You can find Miss Fortune's full length introduction story on her champion page.

New Summoner Icon
A new poro artist summoner icon was added this cycle. No details on availability yet but this may be an icon related to the KR server art contests just like the previous "Paintbrush Poro" icon.
Ward Skin Selection in Champion Select
A new ward skin selection option has been added to champion select, to the right of summoner spells.When you click the icon, a window pops up showing you a list all of the ward skins you have unlocked as well as a larger preview to picture. Select one by clicking and hit the X to close the screen.

We’re also aware that the ward selection module is showing up in the post-game lobby if you didn’t close it out in champ select, so we're working on fixing that.

HUD Changes
The 5.15 PBE cycle includes several follow up changes to the recent HUD Update, including font & color adjustments, size adjustments and more. Here's a look at a few specifics:- KDA, Minion Kills, Score, and Game time moved to upper right of the screen.
- The size of the ally portraits on the right, above the map
- Critical Strike and Attack Range have swapped places on the HUD's character stats.
- Various font, color, and sound effect adjustments
- The "Not enough mana" indicator is now a brighter blue to differentiate between the dark blue of "on CD".

Readability
Animation and Audio
- New font and styling
- Larger team frames, meters, and ult timers
- Full square cooldown indicator
- New colors for CD and OoM for differentiation

- Larger Ping and FPS
- Scoreboard now has more padding, larger champ portraits, and larger fonts
- Added drop shadow to chat
- Brighter XP bar
- Larger Summoner spell timers on the scoreboard
- Active ability events have been changed to gold (level up, toggle, just off cd) to differentiate from unavailable (cooldown, OoM)
Layout
- Shortened and pulled back on many animations including level up, just off cooldown, and toggle
- Pulled back on many audio cues
Misc
- Scoreboard tweaks
- CS, KDA, and TKDA back to the top right (for those who liked it on the minimap, we are considering an option to choose its placement)
- Cast bars are back for all abilities other than insta-casts
- Swapped Crit and Attack Range in player stats
- Mute button added to scoreboard
- Colored bonus stats are back"
New Teemo Ability Icons
To go along with his R changes that are currently on the PBE, Teemo has received a new set of ability icons:

- A ton of air client assets related to the ward skins added, unsure what they are for.
- [BUG FIX] The HUD Update now properly displays the correct portrait icons in-game for Pulsefire Ezreal, DJ Sona, Spirit Guard Udyr.
Balance Changes
* Remember *: The PBE is a testing grounds for new, tentative, and sometimes radical changes. The changes you see below may be lacking context or other accompanying changes that didn't make it in - don't freak out! These are not official notes.
Champions
- Z-Drive Resonance (Passive) the slow and the movement speed buff are now two separate values
- AP Ratio increased to .8 from .7
- Slow reduced to 30/40/50/60% at level 1/6/11/16 from 40/50/60/70/80% at 1/6/11/16/18
- Movement speed buff changed to 40/50/60/80% at level 1/6/11/16 from 40/50/60/70/80% at level 1/6/11/16/18
- Parallel Convergence (W) shield value changed to 80/100/120/140/160 (1.5 AP) from 150/195/240/285/330 (.8 AP)
- [NOTE: So that's base value DOWN and AP ratio UP. ]
- Chronobreak (R) heal reduced to 20% of damage taken over last 4 seconds from 20/25/30%
- Chronobreak (R) heal AP ratio increased to "(0.066 AP)% [so 6.66% per 100 AP] of the damage taken over the last 4 seconds" from "(0.033 AP)% [so 3.33% per 100 AP]of the damage taken over the last 4 seconds."
Fiora

Gangplank
- Cannon Barrage (R) tooltip now mentions that it increases total number of Power Kegs up to 3/4/5.
- [Note: This is the current functionality in 5.14 but the tooltip doesn't mention it. This is a tooltip only change.]
- Gangplank now passively gains 1 Silver Serpent per second on Dominion, Twisted Treeline, and Howling Abyss.

- [Tooltip Only] Rend (E) [tooltip now just describes each extra spear as "increases Rend's damage" instead of "increases Rend's Damage by 50%" - no gameplay change here.]

Teemo- On The Hunt (R) movement speed lowered to 40/50/60% from 60% at all levels.

- Camouflage (Passive) - several changes (video preview):
"If Teemo stands still for 1.5 seconds, he becomes stealthed.
While in brush: Teemo sets up his camouflage twice as fast and can move around without breaking his stealth.
Upon breaking camouflage by attacking or moving, Teemo gains the Element of Surprise, increasing his attack speed by (10 + [5 per level])% for 3 seconds."
- [NEW EFFECT] Teemo camouflage's twice as fast in brush & can move in brush without breaking his stealth
- Time to stealth Stealth reduced to 1.5 seconds from 2 seconds.
- Attack Speed bonus changed to 20/40/60/80% at levels 1/5/10/15 from 40%.
- Noxious Trap (R) - several changes (video preview):
"Uses a stored mushroom to toss a trap that detonates if an enemy steps on it, spreading poison to nearby enemies that slows Movement Speed by 30/40/50% and deals 200/325/450 (+0.5) magic damage over 4 seconds. This slow decays over time.
Traps last 5 minutes and take 1.5 seconds to arm and stealth. If a thrown trap lands on another trap, it will bounce up to 3/4/5 Teemos further before planting.
Teemo forages for a mushroom every 35/31/27 seconds, but he is only big enough to carry 3 at once."
- Teemo's R now throws a trap instead of placing a trap. Cast range has been increased to 300/600/900 from 230.
- [New Effect] If he tosses a trap on top of another, it now bounces off and travels 3/4/5 "Teemos" further before planting. They will only bounce once.
- Trap duration lowered to 5 minutes from 10 minutes.
- Slow now decays over time.
- Arm time increased to 1.5 seconds from 1.
- Cooldown between placing traps lowered to .25 second from 1 second
- Shrooms now die in 2 hits from melee and 3 from ranged.

Zeke's Harbinger
- The rate at which Zeke's Harbinger charges stacks have been reduced* by about 33% - attacks should be ~4 from 6 per attack and ~8 from ~12 per spell cast for owner
- Buff duration increased to 8 seconds from 6.
