Below you will find a comprehensive list of new content, balance changes, and whatever else  is included in the current PBE cycle! Be aware that these changes are extremely tentative, there is a possibility that things you see below will be changed or even reverted prior to the live patch.

New Champion Skins

A total of NINE new skins are now on the PBE - Victorious Maokai as the 2016 ranked reward skin,  new additions to the RPG skin line for Karthus, Bard, Jayce, and Sejuani, and finally introducing new Worldbreaker skin line with new Hecarim, Nasus, Trundle, and Nautilus skins.

Victorious Maokai

Several new summoner icons added to the PBE, including the 2016 ranked season reward icons.

 

2016 Ranked reward summoner icons also added: - Three per tier to represent Solo, 3v3, and 5v5 ranked for Bronze, Silver, Gold, Platinum, Diamond, and Master. Challenger has nine icons total as they have alternate icons for players at very top of the ladder.

Assassin Class Update

The large Assassin class update is now on the PBE for testing - including large scope champion updates, smaller scope champion updates, itemization changes, and more!

For this Class Update we tried something different and updated the VFX/Audio for almost all abilities, even the ones we did not touch. Internally we have been incredibly excited to see what y'all think as there was a ton of love put into these abilities. The Champion Update artists would greatly appreciate your feedback on these changes. What do you think about the SSW logo flashing on Talons blades? Does the LeBlanc clone taunt line make you feel more deceptive? Is Project Katarina still projecty?

[Larger Scope Champion Updates]

First up for the assassin class update we have the larger scope champion updates - these include several new abilities or mechanics, updated icons for most, vfx & sfx changes, number & stat changes, and more! Since these updates have so many ability changes, you'll find the new abilities listed out in detail rather than comparisons to the old kit. 

Katarina


New Ability Icons for Passive, W, and E:


Stat Changes:
  • Movespeed lowered to 340 from 345
  • Base health increased to 590 from 510
  • Health growth lowered to 82 from 83
  • Base armor increased to 27.88 from 26.88
  • Base Health Regen increased to 1.5 from 0.9
  • Health Regen growth increased to 0.14 from 0.11
  • Base MR increased to 34.1 from 32.1


Ability Changes:

Voracity (Passive):
Whenever an enemy champion dies that Katarina has damaged in the last 3 seconds, her ability cooldowns are reduced by 15 seconds.
If Katarina picks up a Dagger, she uses it to slash through all nearby enemies, dealing  [75 - 311 based on level] (+125% bonus AD)(+55-100% AP) magic damage. 
  • Dagger pick up slash damage should be: 75/78/83/88/95/103/112/122/133/145/159/173/189/206/224/243/264/285
  • AP scaling on dagger pick up slash is 55/70/85/100% at 1/6/11/16
  • Daggers last on ground about four seconds.

Bouncing Blade (Q):
No Cost
11/10/9/8/7 sec Cooldown
Katarina throws a Dagger, dealing 75/105/135/165/195 (+30% AP) magic damage to the target and 2 nearby enemies. The dagger then ricochets onto the ground behind the primary target.
The dagger always lands 350 units on the opposite side from where it struck the first target, getting there in the same amount of time regardless of how many times it bounces.

Preparation (W):
No Cost
15/14/13/12/11 sec Cooldown 
Katarina tosses a Dagger into the air and gains 50/60/70/80/90% decaying movement speed over 1.25 seconds. 

Shunpo (E) : 
No Cost
10/9.5/9/8.5/8 sec Cooldown
Katarina dashes in the blink of an eye to the target ally, enemy, or Dagger. If it is an enemy, Katarina strikes for 30/45/60/75/90 (+65% total AD)(+25% AP) magic damage - otherwise she strikes the nearest enemy in range. 
Picking up a Dagger will reduce Shunpo's cooldown by 78%/84%/90%/96% (at levels 1/6/11/16). 
Katarina can blink to any location near the target.
  • E now leaves a red streak when used -src

Death Lotus (R):
No Cost
90/60/45 Sec Cooldown 
Katarina becomes a flurry of blades, rapidly throwing knives at the three nearest enemy champions, dealing 25/37.5/50 (+22% bonus AD)(+19% AP) magic damage per knife. Total over 2.5 seconds to each enemy up to [15x one dagger damage] magic damage.
Applies Grievous Wounds to all enemies struck, reducing their healing and regeneration by 40%.
  •  Total potential damage now  375/562.5/750 (+330% Bonus AD) (+ 285% AP)

"Hi all, this is the thread for Katarina! 
Goals 
  • Tactical Play and Counterplay: Katarina and her opponents should have the ability to make moment to moment plays against each other. While this has largely been true for Katarina, we now hope that opponents have more to do than pray someone saved an instant CC for her.
  • Laning and Interaction: We want Katarina to play more dynamically in lane, taking risks and jumping in and out of combat with her opponent.
  • Mastery and Skill Expression: While playing Kat, you should feel that there are dynamic and unique ways to use your skills and feel skillful when you pull off that crazy combo. 
Reworked Play Pattern 
  • The Dagger Katarina throws in her Q now stays on the ground after bouncing.
  • Sinister Steel has been replaced by a spell that directly allows her to place a Dagger where she is (after a delay), so she can jump back to it later.
  • She can Shunpo to her Daggers. Walking over a dagger/Shunpoing to one will effectively fully refund Shunpo's cooldown and deal massive AoE damage around her (Pre-Rework Sinister Steel, but amped up WAY past 11 - like, nearly lethal amounts of damage).
    • She goes crazy and bounces all over the place killing everyone (but only if she sets herself up correctly). 
Some Extra Tidbits 
  • She can now Shunpo to anywhere around a unit, instead of always behind it. This is controlled by the player's mouse offset relative to the target. Really looking for feedback on this, but expect it to take a while to learn!
    • Use this to your advantage to position better around enemies, or daggers! The AoE damage from the dagger is based on where you are when you pick it up, not the dagger.
  • Your Q Dagger always drops 350u behind the primary target, and always takes the same amount of time to bounce to get to the ground after the first hit, so you aren't punished for bouncing through multiple people. Try to trick shot Q daggers from one enemy onto a more important target using this offset.

  • Health growth increased to 80 from 75
  • Movement speed increased to 340 from 335
  • Base Health regen increased to 1.7 from 1.4848
  • Health regen per level increase to 0.16 from .011.

Ability Changes:

Sigil of Malice (Passive):
LeBlanc's spells inflict Sigil of Malice for 4 seconds. After 1.5 seconds, LeBlanc's next spell shatters the Sigil to deal [40+15 per level] (+80% AP) extra magic damage to that target. 
Sigil of Malice cannot occur again on the same unit for 5 seconds.
  • Dmg = 40/55/70/85/100/115/130/145/160/175/190/205/220/235/250/265/280/295 

Shatter Orb (Q):
40/45/50/55/60 Mana
6 sec Cooldown 
Deals 55/80/105/130/155 (+50% AP) magic damage. When Shatter Orb is empowered by Sigil of Malice, the spell bounces to the nearest ready Sigil of Malice (bounces deal 70% damage to minions). 

Distortion (W):
70/80/90/100/110 Mana
18/16/14/12/10 sec Cooldown  
Dashes to target location, dealing 85/125/165/205/245 (+60% AP) magic damage to enemies in the target area. 
For the next 4 seconds, she can activate Distortion again to return to her starting location.

Ethereal Chains (E):
40 Mana
14/13.25/12.5/11.75/11 sec Cooldown  
Launches a chain that shackles the first unit hit to LeBlanc, dealing 40/65/90/115/140 (+50% AP ) magic damage. 
If the target remains shackled for 1.5 seconds they are rooted for 1.5 seconds and take an additional  40/65/90/115/140 (+50% AP ) magic damage.

Mimic (R):
Toggle
54/42/30 sec Cooldown  
LeBlanc copies one of her spells and creates a Mimic decoy to cast it with her. The Mimic lasts 2.5 second.  
  • Shatter Orb deals 150/275/400 (+60% AP) magic damage.
  • Distortion deals 125/225/325 (+50% AP) magic damage.
  • Ethereal Chains deals 100/160/220 (+40% AP) magic damage each time.
  • Using this spell on itself invokes Shadow of the Rose. 
Shadow of the Rose
The Mimic appears at target location and approaches the closest visible enemy Champion, then casts a fake version of LeBlanc's most recent basic ability.  
Has a separate 160/140/120 second cooldown. This Mimic lasts much longer but cannot be controlled.
  • Shadow of the Rose's range is global.

"Hello all, this is the LeBlanc feedback thread announcement sentence! This thread doesn't have exact numbers or ability text, look for that appearing on the website soon. 
Rework goals:
  • Make LeBlanc healthier by giving her opponents have time to respond when she goes in. By adding a little time between when LeBlanc goes in and when the full burst hits, the choice of whether to snap back to W's origin means LB has to give up damage.
  • Give LeBlanc unique strategic tools and capabilities so she brings something to her games that other assassins don't.
  • In doing the first two things, emphasize her thematic identity as the Deceiver -- emphasize her tricky side. 
The Changes
  • LeBlanc's Sigil of Malice is now her passive. The mark is applied by all her spells, cooks for 1.5 seconds, and can be popped by any spell for massive damage. If LeBlanc's Q pops a charged Sigil of Malice, it chains to nearby ready Sigils (taking some of the waveclear duty off her W/RW).
  • Mirror Image is now a part of LeBlanc's ultimate -- when she copies a spell, she splits and both her and the clone cast the spell.
  • Mimic can now copy any spell, not just the most recently cast; she presses R secretly, and the next button press is the Mimic version of that spell.
  • Mimic's R -> R is a new ability: LeBlanc creates a clone anywhere on the map. That clone runs toward the nearest enemy champion and casts a fake version of the most recent spell LeBlanc cast before creating the RR Mimic. This has a separate cooldown from the ult itself. 
Smaller changes 
  • W and RW now have a brief (0.3s~) delay after dash completes before LeBlanc can snap back. For most players, farming the wave is the only time they'll feel this; casting any spells after the dash 'covers up' the delay time entirely. This is mainly something for extremely high level LeBlanc play.
  • E now displays the tether range to LeBlanc and her victim. It hasn't changed in size, but it's really really big xD
  • RR has a gem on the corner of the R button to track its cooldown timer.
  • This is the real LeBlanc feedback thread announcement sentence the first one was a clone the whole time

Rengar



Stat Changes:
  • Armor growth lowered to 3 from 3.5
  • Ferocity decreased to 4 from 5
  • Base health regen increased to 1.4 from 0.85
  • Health regen growth increased to 0.1 from 0.08
  • Attack growth lowered to 1 from 2 

Ability Changes:

Unseen Predator (Passive):
While in brush, Rengar leaps (725 range) at his target with his basic attack. Leaping while at 0 Ferocity generates 1 Ferocity.
At 4 Ferocity, his next ability is empowered. Casting an empowered ability increases Rengar's Movement Speed by 30/40/50 % for 1.5 seconds.  
Killing enemy champions awards trophies on Rengar's Bonetooth Necklace. 
All Ferocity is lost upon exiting combat (represented by Unseen Predator's cooldown).
    • "Buff now lingers ~.25 seconds upon leaving brush"
    • "Leap speed reduced (approximate leap time increased ~0.15 seconds on long range leaps)"
  • Bonetooth Necklace grants flat AD and % increase to Rengar's bonus AD based on unique champs killed.
    • Tracked with a UI element similar to Kindred's target tracker.
    • Kha'Zix vs Rengar quest gives a secret 6th stack for +21 AD and  42% Bonus AD
    • Time for kill to get credit increased to 1.5 from 1.

Savagery (Q):
Generates 1 Ferocity
4 sec Cooldown
Slash all enemies in an arc before piercing all enemies in a line for 40/60/80/100/120 (30/40/50/60/70% Bonus AD) physical damage per strike. 
Ferocity effect:
Each hit deals 60/68/76/84/92/100/108/116/124/132/140/148/156/164/172/180/188/196 (+110% Bonus AD) damage. 
If cast outside max range, Rengar lunges forward to extend the range of the piercing attack.
If cast while in a leap, Savagery is postponed to the end of the leap. 
  • This is two hits total - highest possible base damage is 90-250 +  [80%-160% bonus AD] 

Battle Roar (W):
Generates 1 Ferocity
20/18/16/14/12 sec Cooldown
Deals 50/80/110/140/170 (+80% AP) magic damage to nearby enemies and heals Rengar for 50% of the damage he took in the last 1.5 seconds. 
Ferocity effect:
Deals  50/60/70/80/90/100/110/120/130/140/150/160/170/180/190/200/210/220 (+80% AP) magic damage, removes existing crowd control effects, and prevents incoming ones for 1.5 seconds, in addition to its normal effect. 
Damage healed from monster attacks is increased by 100%.

Bola Strike (E):
Generates 1 Ferocity
10 sec Cooldown 
Throw a bola, dealing  50/100/150/200/250 (+70% Bonus AD) physical damage and slowing the first enemy hit by 30/45/60/75/90% for 1.75 seconds. 
Ferocity effect:
Deals 50/65/80/95/110/125/140/155/170/185/200/215/230/245/260/275/290/305 (+70% Bonus AD) physical damage and roots the target for 1.75 seconds.

Thrill of the Hunt (R):
No Cost
130/100/70 sec Cooldown 
Rengar gains 40% Movement Speed and vision of the nearest enemy champion (within 2000/3000/4000 range) for 14/22/30 seconds. 
After the first 2 seconds, Rengar becomes Camouflaged and can leap to an enemy without being in brush. Leaping to the nearest champion results in a critical strike. 
Attacking or casting most spells ends Thrill of the Hunt. 
Stealth - Camouflaged: This character is hidden from view. It is revealed by nearby enemy champions and turrets.

"Hey all, 
Rengar's update has meaningful changes to P, Q, W, and R, while E is mostly unchanged. This set of changes hopes to add some tools to Rengar's hunting pattern, play up the excitement of his Ferocity resource usage, and enhance the feeling of being the ultimate predator, while at the same time providing more tactical counterplay for opponents. Let's get into it, but before doing so, please remember that all numbers are still tentative. 
  • P - Unseen Predator
    • Ferocity
      • Maximum Ferocity reduced 5 >>> 4
      • Using an empowered ability gives Rengar 30/40/50% (at levels 1/7/13) Movement Speed for 1.5 seconds
      • Rengar no longer has to damage an enemy with a spell to gain Ferocity from it
      • All Ferocity is lost instantly upon leaving combat (4 seconds of dealing/taking no damage)
    • Leap
      • Range increased 600 >>> 725
      • Leaping from out of combat (see Ferocity out of combat rules above) generates 1 Ferocity
      • Rengar now jumps slightly offset from the target in the direction he came from (rather than dead-center in the middle of the target's model)
    • Bonetooth Necklace
      • Now only grants stacks for unique champion kills (Rengar has to damage them within 1 second of their death)
      • Stacks capped at 5
      • Old bonuses removed
      • Now grants 1/3/6/10/15 Attack Damage
      • Now grants 2/6/12/20/30% Bonus Attack Damage
      • No longer gets the short end of the stick in the Kha'Zix/Rengar quest
      • Bonetooth Necklace progress is represented by a UI element that Kindred players will be familiar with
  • Q - Savagery - redesigned
    • Rengar slashes all enemies in an arc before piercing all enemies in a line
      • This spell is now a skillshot; it still resets Rengar's auto attack timer
    • Casting Savagery outside the max range causes Rengar to lunge forward with the piercing attack, moving a small distance in that direction
    • Deals 90/130/170/210/250 plus (edit) 0.8/1.0/1.2/1.4/1.6 Bonus AD physical damage
    • Ferocity effect: deals significantly more damage
    • Deals 80+20/lvl plus 2.4 Bonus AD physical damage
  • W - Battle Roar - redesigned
    • Rengar deals magic damage to nearby enemies and heals for 50% of the damage he took in the last 1.5 seconds
    • Ferocity effect: additionally removes crowd control effects and prevents incoming ones for 1.5 seconds
    • The amount Rengar will heal is represented by Grey Health on his health bar
    • Damage healed from monster attacks is doubled
  • E - Bola Strike - basically the same, with some numbers adjustments
  • R - Thrill of the Hunt
    • Now Camouflages Rengar, meaning he can be seen by nearby champions or truesight only
    • Duration increased to 14/22/30 seconds
    • Fade time removed
    • Movement Speed increased to 40%
    • Now only reveals the enemy champion nearest Rengar
      • This puts eyes over the target that both teams can see
    • Rengar can only leap to the enemy champion nearest him (unless in brush)
    • Leaping to the enemy champion nearest him results in a guaranteed critical strike on the target
    • Edit: no longer grants Movement Speed or Ferocity generation after ending 
Those are the noteworthy changes, I believe. To summarize: 
  • Passive has a bunch of changes
  • Q is a double attack skillshot
  • W heals recent damage and has CC break/immunity on the empowered version
  • E is mostly unchanged
  • R gives more signalling to opponents, but lasts longer, makes Rengar faster, and lets him auto-crit the Hunted target if he leaps to it.

When Talon basic attacks a target with 3 stacks of Wound, he bleeds them for 60/70/80/90/100/110/120/130/140/150/160/160/160/160/160/160/160 (+200% Bonus AD)  physical damage over 2 seconds. 


Noxian Diplomacy (Q):
30 Mana
8/7.5/7/6.5/6 sec Cooldown 
Talon leaps to target and deals 80/100/120/140/160 (+110% Bonus AD) physical damage. If cast from melee range, Talon does not leap but instead critically strikes, dealing 150% damage. 
When Noxian Diplomacy kills a unit, Talon regains 17/19/21/23/25/27/29/31/33/35/37/39/41/43/45/47/51 health and refunds 50% of its cooldown.

Rake (W):
55/60/65/70/75 Mana
9 sec Cooldown 
Talon tosses a volley of blades, dealing  50/65/80/95/110 (+40% bonus AD) physical damage to units hit and returning to him after a delay. 
On their way back to Talon, the blades deal 60/85/110/135/160 (+60% bonus AD) additional damage and slow the enemy by 40/45/50/55/60% for 1 second.

Assassin's Path (E):
No Cost
2 sec Cooldown 
Talon vaults up to 800 units over the nearest structure or terrain in the target direction. The vault's speed is affected by Talon's movement speed. 
Talon cannot dash over the same section of terrain more than once every 160/135/110/85/60 seconds.

When the Invisibility ends, the blades converge, dealing the same damage again to enemies they pass through. 
If Talon cancels Invisibility with an attack or Noxian Diplomacy, the blades converge on his target's location instead. 
Stealth - Invisible: Talon can only be revealed by nearby enemy Turrets.

Goals 
  • Add skill expression in his kill pattern (consequently, improve game health)
  • Give him unique, Assassin appropriate abilities to differentiate him
  • Lean into his identity as the roaming AD assassin 
Play Pattern 
  • In lane, Talon will look to land both ends of his updated Rake (W) to stack up his new Passive. With it's higher payout but increased delay, Rake is the main thing for opponents to watch out for.
    • If successful with his W, he can posture for an all in with his updated Noxian Diplomacy (Q) to proc his passive and go for the kill.
  • Whether or not lane trades are working out, Talon will be looking for opportunities to dip out of lane and take advantage of his new Assassin's Path (E).
    • If he can clear the wave and make room to roam, Talon can make record time in his ability to jump, flip, and roll over any obstacles in his way to ambush the enemy jungler or gank a side lane.
  • In team fights, Talon will look to take advantage of the unique and unexpected flanking routes that only he could.
    • If successful in flanking with Assassin's Path, Talon should be able to make quick work on an enemy squishy with a Q/W/R/P combo. 
Questions 
  • Anything at all about the new E. Is it fun? Difficult to use? Does it suit Talon? Bugs?
  • With his new but different set of mobility tools, do you feel able to get on your desired target?
  • With higher potential damage but lower up front damage, do you still feel empowered to kill your target enemies?
  • When in the game do you feel powerful / weak (early / mid / late) and in which circumstances (enemy has all/no squishies, I was able to roam / I was pushed in, etc.)? 
Lastly, known bugs: 
  • Rake's spell effects are not displaying correctly to enemies. We'll have a fix for this out in the next PBE build.
  • Talon crashes the server when using E in a number of places on the Crystal Scar. This fix will take a while, so we'll be disabling him on those maps ASAP while we work on that one.

[Smaller Scope Champion Updates]

Next up we have the smaller scope champion updates - most of which have some combination of number changes, one or two new or switched around abilities, new ability icons, etc.

Zed 
  • Zed's Living Shadow (W) no longer has a passive that grants him bonus Attack Damage
  • The strongest victim of Zed's Death Mark (R) permanently grants him a % of their Attack Damage

Akali

Akali's assassin class update includes new icons as well as a rework to her passive and W now being a teleport that drops a cloud on use.

New ability icons:


Ability Changes:

Twin Disciplines (Passive) - [reworked into a two hit passive]:
  • Now gives Akali's next two attacks bonus effects (base values scale with lvl) then goes on cooldown.
    • First strike restores 5-60 (+30% AP)(+60% bonus AD) health.
    • Her second strike (within 4 seconds) deals 10-100 (+50% AP) (+50% bonus AD) magic damage.
  • Cooldown for empowered attacks is 8, 7 at level 3, 6 at level 5, 5 at level 7, 4 at level 9.


Twilight Shroud (W):
  • Now teleports Akali to cast location and leaves a shroud where she was before. 
    • Range = 250

Crescent Slash (E):
  • Cooldown changed to 5/4.5/4/3.5/3 from 5/4/3/2/1
  • Now refunds 60% cooldown if it kills an enemy
  • Damage changed:
    • NEW: [70/100/130/160/190 (50% AP)(70% Bonus AD)] 
    • OLD: [30/55/80/105/130 (40% AP)(60% total AD)


Shadow Dance (R):
  • Now includes charges when first learned
  • Damage changed to 50/100/150 (+25% AP) from 100/175/200 (+50% AP)
  • Cooldown changed to 2 second at all ranks from 2/1.5/1.

Ekko

Ekko's class update includes a small set of changes & ratio adjustments for passive, Q, and R.

Stat Changes:
  • Base mana regen increased to 1.4 from 1.2

Ability Changes:

Z-Drive Resonance (Passive):
  • No longer slows.
  • Damage changed to 30-140 from 20-190.


Timewinder (Q):
  • AP ratio increased increased to 30% from 20%

Chronobreak (R):
  • Heal changed a bit - now AP ratio on base and heal increases based on damage taken rather than increasing % heal for damage recently taken.
    • NEW: [100/150/200 (+60% AP), increased by 3% for each 1% of health lost over 4 seconds] 
    • OLD: [100/150/200 + 20% (+6.6% per 100 AP) of damage taken over last 4 seconds] 
  • Using Chronobreak (R) to go through Ekko's W will trigger the shield and stun.

Fizz

  • [NEW EFFECT] Reaper of Shadow: Zed's R now "reaps the shadow of the strongest foe slain under Death Mark, gaining X attack damage (5+ 5/10/15% of victim's attack damage.]
    • [Strongest = "Any target that will provide him a greater Attack Damage bonus than what currently possess. He can only be gaining damage from single enemy champion at a time. If Death Mark nets him a kill or assist on a target that will provide him with a higher bonus, he gains Attack Damage from them instead."]

In addition to the champion updates, there are also several new items, Lethality, stealth changes, and more to go along with the assassin class update!


Stealth Shimmer

With the 6.22 stealth changes, a new "Shimmer" effect has been added. When you manage to damage a stealthed champion (invis or camouflage) with an ability, a brief image of them will appear - please note that this does not REVEAL it simply shows an outline of the champion.
You can not see this effect through the fog of war or in brush you don't have vision in.

Pre-Season: Jungle Changes & Plants


A large set of pre-season jungle changes are now on the PBE for testing - including changes for Smite, removal of the smite bonus buffs, adding in new plants to interact with, re-tuning and various changes to Jungle camps, and more!

Smite

  • Now restores 100 health + 10% of Maximum when used on monsters.
  • Recharge rate increased to a charge every 90 seconds from every 75 seconds
  • Ammo charge starts at 1:40 instead of 1:25 into a game.
  • Additional buffs for using Smite on camps removed.

Itemization

  • Hunter's Machete [img]
    • On hit damage increased to 20 from 15
    • Lifesteal increased to 10% from 8%
  • [Tier 2 jungle items] [img]
    • On hit damage increased to 25 from 20

Plants

A new type of object has been added to the jungle - plants! These spawn in the jungle and trigger a variety of different effects when destroyed - knock back, vision, and health & mana restore.

[UPDATE 10/25] Here's Riot Gmang with more information on the recent changes:
"Hey everybody, 
Thanks for trying out plants and letting us know how they played. We've read a lot and are using it to inform the design. Some of the concerns we want to address right away: 
  • "Plant spawns (especially Blast Cones) feel too random and can't be planned around."
  • "Plants are adding too much clutter." 
So, based on recent feedback (especially PBE and some internal feedback), we've done a significant iteration on the plant spawn system: 
  • The locations where Blast Cones can spawn are no longer randomized, and fewer will spawn
    • The "game start" Blast Cones now represent the only possible spawn locations
    • Removed most Blast Cone spawn locations; total per quadrant: 5-6 -> 2
    • Max Blast Cones alive at any given time per quadrant: 3 -> 2
    • Respawn time now begins on corpse cleanup instead of "Ready" state
  • Respawn times increased across the board
  • Seedling growth time increased: 30 seconds -> 60 seconds
    • (This is the stage of a plant life cycle where it's scoutable but not usable yet.)
  • Made other small adjustments to plant positions
    • Nudged some Honeyfruit spawns so they aren't "inside walls" or obscured by terrain as much
    • Moved the Scryer's Bloom spawn location between Blue Buff and mid lane a little away from mid (towards river) 
These were submitted to the PBE code on 10/24 (should appear on the 10/25 build), so the details of the old system explanation will be a bit outdated.

Scryer's Bloom:
  • "When destroyed, release pollen across the map that reveals units and wards."
  • Spawn at a few specific locations near river ramps.
  • Range is about 4000

Camps

Please be aware that in addition to the larger or directional changes below, a lot of camps have also received a lot of tuning / stat changes to go along with removal of smite bonuses and such!

Building off the changelist and context post from Xypherous, here's a brief overview of camp changes:

General
  • Additional buffs for using Smite on camps removed - more info.
  • Camp respawn timers increased to 150 seconds from 100 seconds.
  • Camp start times "roughly ~3 seconds earlier than before to account for some specific spawn timing changes"

Jungle Difficult Scaling
  • "Jungle Camp Difficulty has been retuned to fit 'brackets' of levels rather than linearly scaling - roughly corresponding to clears. The difficulty of jungle respawns will ramp up to the next tier when the average level of all champions in the game falls under that bracket and the Monster respawns." - src.
    • Level 1-3: First Clear
      • Monsters have 100% of their baseline statistics
    • Levels 4-6: "Second Clear"
      • Monsters gain 10% health, 50% more resistances and 40% extra damage
    • Levels 7-9: "End of Lane"
      • Monsters gain 25% health, 75% more resistances and 55% extra damage
    • Levels 9+: Returns to linear scaling as by this level - the Jungle is mostly a shared / contested resource across the map.
      • Monsters gain 40 to 75% extra health and 185 to 370% extra damage.

Blue Sentinel
  • No longer has smaller monsters
  • Now has negative MR

Gromp
  • No longer poisons
  • Now gets a 100% attack speed boost at the beginning of the fight, decaying over 5 attacks.
  • Spawns 15 seconds later than other camps.

Dragons

"Greetings, PBE Summoners! 
We recently announced that Replays are coming to the League Client Update and we’re excited to take the next step toward getting this feature into players’ hands. Today you’ll be able to access Replays in PBE with the LCU! If you’re not already using the League Alpha Client, please remember that as a PBE Tester you already have access to it and you’ll need to use it if you want to download your replays and create highlights of your badass moments! 
Download the PBE Alpha Client using the links below and log in using your regular PBE account info. 
IMPORTANT*: Because patch cycles on PBE can occur as often as every day (unlike the typical cycles on live), you should expect your replays to expire on a daily basis. An expired replay means that it can’t be downloaded or watched (if it was previously downloaded). Match History will be a great place to revisit your replays on live, but on PBE we recommend downloading them as soon as possible and creating any highlights you wish to keep and cherish forever (your recorded highlights will not expire, just the full replay). Otherwise, you might find your match from yesterday is expired in Match History. 
Here’s what else you can expect from Replays on PBE
  • Replays are not supported in Co-op v. AI queues. The available game modes on PBE change periodically; currently Ranked queue is where you can experience Replays!
  • Replays will be available to download and watch using the shiny new button at the Post Game summary.
  • Replays will also be available to download and watch from your Match History page (*please see the important note above).
  • While you’re watching a replay, you can quickly locate and navigate to exciting moments using the new annotated timeline!
  • Capture your sick plays as a highlight using the record feature (start or stop recording using the red button or ctrl+v). Once the recording is complete the location of the saved highlight will be displayed above the timeline (e.g. C:\MyDocuments\LeagueofLegends\Highlights).
  • Watch your highlight by locating the .webm file created in your documents folder and opening it with VLC media player or dragging it into your .webm compliant browser window. Highlights are currently locked to a default resolution and quality setting.

2017 Season Login Theme

To go along with the assassin reworks coming in pre-season, a new 2017 season login theme is now on the PBE featuring the assassin artwork from the 2017 season update site!

  • With pre-season testing on the PBE, a new pop up has  been added to explain the 2017 pre-season ranked changes, redoing promotional matches, and more. 
 

Balance Changes

Remember *: The PBE is a testing grounds for new, tentative, and sometimes radical or experimental changes. Be aware that what you see below may be lacking context or other changes that didn't make it in or were implemented in an earlier patch this cycle! These are not official notes.

General
  • Homeguard / Speed Bonus as been removed from start of game. It's back.
  • LETHALITY - Flat armor pen has been changed to Lethality. Lethality is similar to flat armor pen but it scales with opponent's level.  More information available [here].
    • From context thread - "Lethality now gives the owner flat pen split between a base amount, and an amount that scales with the target's level.

      The current formula is 0.4X + [((0.6X * Y)/18) = Flat Penetration Amount], where X is Lethality and Y is target champion level. This is very much subject to change as we start getting a lot more balance information."

      • Lethality Items - Serrated Dirk, Poacher's Dirk, Sorcerer's Bane, Duskblade of Draktharr, Youmuu's Ghostblade, Maw of Malmortius
      • Armor pen runes are being converted to Lethality runes with slight value tweaks -

  • STEALTH  has been  broken up into Camouflage and Invisibility
    • "Stealth - Camouflaged: This character is hidden from view. It is revealed by nearby enemy champions and turrets."
      • Camouflage examples: Evelynn Passive, Twitch Q, Rengar R
    • "Stealth - Invisible: X can only be revealed by nearby enemy Turrets."
      • Invisibility examples: Vayne R+Q, Wukong W, etc

  • Vision Wards (pink) removed and replaced by Control Wards. These cost 75g plus disable & reveal nearby wards and traps - they also reveal camouflaged units. Context.


Turrets
  • Laser attacks removed from turrets -src.
  • Partial Tower States - Minimap Tower icons now change based on how much health they have. - src
    • The small turret icons shift at 1/3 and 2/3 health - src.
    • To go along with this, Xypherous noted the majority of mini map icons have been adjusted or cleaned up. 

Champions
Alistar
[Substantial changes - new passive and E rework! Shin Kazuo has provided a changelist and context thread over on the PBE boards]
  • [REWORKED] Triumphant Roar (Passive):
Alistar gains a Triumps stack when he stuns or displaces enemy champions or nearby enemies die. At 7 stacks Alistar Roars, healing himself for [20 + 7 per level] and his nearest ally champion for [40 + 14 per level] (3 second cooldown). 
Alistar cannot gain Triumph stacks while Triumphant Roar is on cooldown. 
The death of enemy champions and epic monsters fully charges Alistar's roar.
  • Pulverize (Q) no longer stuns targets when they land for 0.5 seconds.
  • [REWORKED] Trample (E):
Cooldown: 16/15.5/15/14.5/14
Mana cost: 50/60/70/80/90
"Alistar tramples the ground, ignoring unit collision and dealing 100/125/150/175/200 (+40% AP) magic damage over 5 seconds to nearby enemies. Each pulse that damages at least one enemy champion grants Alistar a Trample Stack.
At 5 Trample stacks Alistar empowers his next basic attack against an enemy champion to deal an additional [50 + 10 per level] magic damage and stun for 1 second."
  • Unbreakable Will (R) no longer gives Alistar 60/75/90 AD while active.

Evelynn
  • Shadow Walk (P)

    Limit 1 Control Ward on the map per player."
