Below you will find a comprehensive list of new content, balance changes, and whatever else  is included in the current PBE cycle! Be aware that these changes are extremely tentative, there is a possibility that things you see below will be changed or even reverted prior to the live patch.

New Skins

As previewed on social media, three new Pulsefire skins are warping our way in 8.10 - Pulsefire Riven, Pulsefire Shen, and Pulsefire Twisted Fate.

Pulsefire Riven

Three new summoner icons featuring the new Pulsefire Riven, Twisted Fate, and Shen skins are now on the PBE:

Off-Screen Health Bar Correction on PBE

As mentioned by Meddler in a previous QGT postRiot Meyea is here with a feedback thread for off-screen healthbar changes:
"Left image is PBE, the right image is Live 
It's pretty simple. If your health bar is off your screen but a part of a turret, inhib, rift herald, dragon, or baron is on your screen the health bar now pushes itself down so that you can see it. 
If you have any feedback on this feature or any issues, please post here."

Miscellaneous 

  • As mentioned by Meddler in a past QGT post, a "Treat 'Target Champions Only' as a toggle" option was added to the client under Game options:
  • With CLASH and related assets continuing PBE beta testing, the Profile page has been changed to include a spot for a Clash Trophy.
  • Files for a rainbow colored spawn visual effects were discovered! Below is a GIF of the spawn animation in action:
While we have no specifics yet,  KateyKhaos tweeted:
"All champs and skins will have the ability to use it, more details soon!"
  • A new set of skin bios have been added in today's PBE cycle! Here's an example for Red Riding Annie:
"Over the river and through the woods, to grandmother's house Annie went-- not once suspecting that Warwick the Wolf was waiting for her. Of course, Warwick didn't know Annie could shoot balls of magic flame or summon a fiery bear, so really this was a larger issue with communication."

    Hail of Blades allows you to temporarily exceed the attack speed limit.
    Cooldown: 5s out of combat."

    Cheap Shot (D2)

    • Additional cdr per stack lowered from 6% to 5%

    "Your ultimate gains 5% reduced cooldown, plus an additional 2% per Bounty Hunter stack.

    Bone Plating (R2)
    • Damage lowered from [20 - 50] to [15 - 40]

    Chrysalis (R3)
    • extra health lowered from 60 to 50

    Fleet Footwork (P1)

    • Movement speed changed from [30%] to [15% - 30%]

    Phase Rush (S1)
    • movement speed changed from [15% - 40%] to [25% - 40%]

    • Takes place of The Ultimate Hat
    • Effect:
    "Shortly after casting your Ultimate ability, gain a powerful, decaying movement speed increase for 2s.

    Perfect Timing (I2)
    • stopwatch transform time lowered from 10 mins to 8 mins

    Jungle

    Rift Scuttler

    • Rift Scuttler spawn logic changed from [Randomly determined location at all points] to [Now at game start, there are crabs on both sides of the river. When both are killed, only one will respawn, in a randomly determined location]
    • Rift Scuttler experience changed from [170] to [115-230 (scales from levels 1-9)]
    • Rift Scuttler gold changed from [100] to [70-140 (scales as above)]
    • Camp Respawn timers changed from 2:30 to 2:15]
