ELO penalty for que dodging being lowered.

For those who either don't know or are of a summoner level to participate in ranked play, when you que dodge by exiting the client during a ranked game you lose 20 rating. This is a pretty steep cost considering the average fluctuation of rating is around 12 points. Lima Beans has given those of our fellow summoners who just can't bare to play with "that" team composition some hope.
"From feedback we decided 20 was a bit too high, and we will be dropping it a bit lower in the future. However, we will not be removing it altogether, as its necessary to prevent gaming of the rating system by cherry picking your comps."

    Well, i might add that it is very annoying that people keep leaving or are inconsiderate of their team composition. I just hope we'll see better results from a lowering that what we got from the steep penalty.
