Here is the NA announcement from Filthy Animals.
"Summoners,
On 2/14/2013, starting at 12:30 AM PST, ranked queues will be disabled in preparation for server maintenance. At 2:00 AM PST, the servers will be shut down and all games currently in progress will end in a draw and stats will not be recorded. We estimate the Fields of Justice will be unavailable for 6 hours."
No official word on what's going to be in the patch yet, but my educated guess would be it would add in Debonair Jayce / iBlitzcrank, and the balance we saw on the PBE over the last few weeks ( Nasus, item adjustments, etc ).
