Edit #3: Things have been pushed backed EVEN more. NA's announcement now reads 3/19 at 2:00 AM PST, EUW for 3/18 at 4:00 GMT, EUNE for 3/19 at 3:00 GMT+1.

Edit #1: I guess NA's post was typo'd. It's now past the time for the servers to have went down. I would assume the patch will come tomorrow as the EUW/EUNE thread have been updated to 3/14.
Patch 3.04 is coming! Servers will go down at 2 AM PST for NA, 02:00 GMT+1 for EUW, and 3:00 GMT for EUNE in preparation for the upcoming patch.

On 3/13/13, starting at 00:30 PST, ranked queues will be disabled in preparation for patch 3.04. At 2:00 PST, the servers will be shut down and all games currently in progress will end in a draw and stats will not be recorded. We estimate the battlegrounds will be unavailable for 6 hours."
While we can't be for sure, this patch will likely contain the current round of PBE balance changes and the latest PBE skins, Gladiator Draven and Headhunter Nidalee, to be released at a later time. Scorched Earth Renekton doesn't yet have splash art or finished particles on the PBE, so I'm doubtful he will be shipping with patch. Since I know it will come up, this patch will not contain ZAC or Karma rework.
