Upcoming Dom/TTL AP itemization overhaul and Incoming PBE Lissandra Buffs

Responding to complaints about Wooglet's, a Dom/TTL exclusive item, Super Nomegeta mentioned that there will soon be a "large-scale AP itemization overhaul" for these two modes!

"Wooglet's is kind of a necessary evil for mages on Dominion and Twisted Treeline right now. That doesn't mean it's fine as-is though. There's going to be a large-scale AP itemization overhaul soon that focuses a bit more on utility over raw damage, and Wooglet's will likely be touched along the way."

He continued:

"I'll post more details are things materialize, but...- Wooglet's WILL build out of Seeker's Armguard (but end stats and cost may be different). It won't be the only item that builds out of Seeker's.
- Liandry's is coming. Blackfire Torch will be repurposed.
- New item or two.

Current Dominion AP itemization is centered around BFT and Hextech for the most part, so the goal is to break those up and give more options at similar price points."

Why only Lissandra nerfs on the PBE?
In relation to the additional Lissandra nerfs we saw on the PBE last night, Meddler commented that it won't be all nerfs - a few buffs are being put into testing soon!

"There are some more changes going through, most likely tomorrow, that are the intended buffs to accomplish the additional nerfs that went in today. The main one's that the ult's self cast duration is being increased (we'll be testing 2.5s as per Zhonya's). Glacial Path will also have its CD started when the spell is initially cast, not when reactivated/end of missile flight, which effectively shaves around 1-1.5s off the CD of that under most circumstances.

As usual anything on the PBE is subject to change though so please bear in mind nothing (nerf or buff) is set in stone yet."
