Juggernaut Hotfixes coming soon

Following last week's comments on upcoming hotfixes for Juggernaut reworks in 5.16, Meddler shared the tentative changelist for Skarner:
"Likely changes:
  • Base AD to 57 (from 61)
  • Base MS to 335 (from 345)
  • W % to 10-14 (from 12-16)
  • E damage to 40-140 and 25-65 (from 40-180 and 25-125)
That's for the hotfix we're aiming to put out early this week. Additional changes will follow if needed (buffs or nerfs, though I'd be very surprised if this overnerfed him) in the next regular patch (5.17)."
He continued:
"Our current thinking is that Skarner's incredibly overpowered. I suspect he'll still be too strong after these changes and we'll have to hit him in 5.17 as well, will assess that once the hotfix is out, see if that's true and if so where the problem is."
When asked about the other Juggernauts, Meddler commented:
"We're reducing Garen's base MS by 5 (to 340), and his Q MS bonus by 5% (to 30%). 
Darius I believe we're increasing Q damage (40-160, instead of 20-100) and possibly buffing Q heal % (not certain where conversation on that got to on Friday). 
No hotfix changes currently planned for Morde, still quite a bit of chaos as people get used to playing as and against his more substantial changes, so harder to get a useful read on what should or shouldn't be changed."
[UPDATE] Meddler posted an update that no Garen changes will be going out in the hotfix -
"Quick update: No Garen changes in the hotfix. He's almost certainly too strong, and we'll probably go through with the nerfs in 5.17, he's not so out of line we need to act before the next regular patch though. Taking the time to assess how he's doing a bit more as a result."

He continued on Mordekaiser, noting:
"We're holding off on committing to any Morde changes until players have adapted more to Morde's new state and we've got a better handle on how he's doing. If he needs power, and is struggling because he can't get onto appropriate targets often enough, MS is probably what we'll look at, particularly given it also offers a feel improvement. Too early to make any promises there though."

NA Chicago Server Move Tomorrow (8/25)

Next up we have Riot Ahab with a reminder on the NA Chicago server move happening on August 25th!
"TL;DR: From ~5 AM - Noon PDT on 8/25, the NA game servers will be moving to a new, centralized location in Chicago, Illinois. This move, along with other components of the NA Server Roadmap, should improve connection quality for the vast majority of NA players. West Coast players will see an uptick in raw ping numbers, but should also see that uptick mitigated by connection improvements in the form of better overall stability and reduced packet loss. We’ll follow up the server move with a weekend stress test (complete with Party IP) from August 28 - 30. More details below.


Last week, we gave you guys a date, and now the time is upon us! From ~5 AM - Noon PDT on 8/25, the NA game servers will be moving to their new home in Chicago, Illinois
What to expect 
Around 5 AM PDT on the 25th, we’ll disable ranked play and kick off a phased, zero-downtime transfer of server activity, with an escalating percentage of game starts steadily re-allocated to Chicago over the course of the move. Keep in mind your game starts may hop back and forth between Chicago and Portland if you’re playing during this period. By the end of the migration, all games will be supported out of Chicago, with Portland reverting to a disaster-recovery backup while we continue to gather data and make any required adjustments. Tentatively, we’re shooting to complete the transfer by 12 PM (noon) PDT.

Things to look out for 
Considering our extensive preparation and the lack of downtime, the most likely outcome is that you won’t notice any disruption on your end, but we’re also preparing for any and all contingencies. Worst case, we encounter significant issues and temporarily roll back to the current Portland servers so you encounter minimal downtime or disrupted play as we fix any major problems. Look for up-to-date info in the in-client ticker and Service Status page! 
Given the complexity of NA’s internet architecture and ISP landscape, we know we’ll have to troubleshoot various local routing issues that crop up following the server move; we’re already preparing to make sure your connections take the most efficient possible paths on our dedicated network to the new servers. Most connections will be already well-aligned by the time Chicago is live, but there will likely be at least some that aren’t getting to Chicago as quickly as they could be. And we could use your help! Tomorrow, look for our Chicago Connection Clinic Megathread in which you guys will actually be able to help us troubleshoot any emergent network pathing problems by testing your connection to Chicago and sending us traceroute info from your machines. 
ISP Peering: Cox, AT&T, Verizon 
On a related note, ISP peering will of course play a major role in making sure your connections are getting to Chicago as quickly as possible. One of our key Roadmap efforts over the past year has been signing and maintaining agreements with ISPs across the US and Canada - check out our latest peering list here. A note on some of the more high-profile names missing from that list: we’re currently installing our connections with CoxAT&T, and Verizon, and expect to have peering fully up and running with all three within a few weeks. If you’re with one of these ISPs, your connection post-Chicago move may not be on the most efficiently routed path until that work completes. We’ll keep you updated as these ISPs come online. 
Transfers 
As we’ve mentioned, starting tomorrow, we'll also offer free transfers to players located in the US, US territories, and Canada who are currently playing on other servers - look for a transfer email from us and a free transfer option in the store on your account! Stress Test Weekend 
After the move itself has been successfully completed, we want to roll right into a stress test weekend from August 28 - 30 to observe how well the new game servers handle peak traffic. To help make sure we really put the new Chicago infrastructure through its paces, we’re enabling Party IP over the weekend - check out the details below in case you need a refresher. 
Number of players in party --> Bonus IP awarded
  • 2 --> 100% bonus
  • 3 --> 150% bonus
  • 4 --> 200% bonus
  • 5 --> 300% bonus
You earn rewards win or lose, but only if you’re in a party with at least one other player. Make sure to log in, help us test, and earn extra IP from August 28th, 00:00 PDT through August 30th, 23:59 PDT

Riot Ahab also reminded that players who play on other servers but currently have a US/Canadian IP will be receiving free transfer back to NA opportunities:
"Players who currently play on other servers (such as OCE) from US/Canadian IPs should receive server transfer opportunities. If you feel like you need a server transfer but don't receive one, simply send in a ticket to Riot support!"
As for when, Preeti noted:
"If you live in NA, you should see a free transfer in your account once Chicago goes live tomorrow. And you'll also get an email from us. If you don't see the free transfer a few hours after Chicago goes live, send a request via NA's ticket system."
As for Hawaiian and Alaskan players, Ahab commented:
"Alaska / Hawaii -- we're still collecting information to get an idea of what the best possible connections look like out of those regions. Part of this will come down to what things look like after we flip the switch. 
Japan -- the team managing that region is plotting out next steps, but I don't have an ETA for when there will be news to share."

Context on Shen Q PBE nerfs


When asked about the Shen Q healing nerfs currently on the PBE, Meddler explained:
"We think Shen's a bit strong at the moment. We also think he does some cool stuff, particularly with his E and ult. The way he can just end up as an immovable wall in lane in some matchups however's less interesting, so that's where we're cutting power as a result"

No Fiora Nerfs in 5.17

When asked about the team's thoughts on Fiora's champion update, Meddler commented no nerfs planned for 5.17:
"We won't be nerfing her in 5.17, I suspect we'll need to do so soon however (5.18?), given the way her performance is increasing as people learn her new kit."

Vesh currently working on Urgot

While we've known for a while Urgot has had a larger scope rework in production, Vesh commented on reddit that he's currently working on Urgot and he will be after Poppy & Taric's similarly sized updates:
"i'm working on him currently but yeah he will be after poppy/taric"

PROJECT: Yi teaser on LCS

During last weekend's LCS matches, a teaser for what looks like an animated login screen for the upcoming PROJECT: Yi skin was aired after the second game between CLG and TSM.
