A note about The Harrowing

Following the Zombie & Slayer skins debuting on the PBE yesterday, Pabro has posted up a note on the PBE boards regarding The Harrowing and seasonal events:
"Hey everyone,
We’re making a few changes around how we roll out seasonal events, story, and featured game modes. As you know, in past seasonal events we’ve released content together (i.e. the Harrowing or Snowdown). Going forward, we’re going to be switching that up a bit and releasing those different types of content separately — like you’ve probably seen on PBE with One For All, Zombie / Slayer skins, and the Shadow Isles champion bios. All of this means seasonal events like the Harrowing and Snowdown will roll out differently than you’ve seen them in the past. This lets us kick out cool stuff more often without being constrained by specific times of year.
As always, let us know what you think about these changes in the comments below. We’re stoked to hear what you think."
As for the story component of the Harrowing, Ant in Oz added:
"In Runeterra, the Harrowing can strike any day of the year, not just on a certain night/month, so only being able to tell Harrowing stories in October felt a little restrictive.
Having said that, we are still going to be releasing a Harrowing story this month... but the next one could come at any time."

Skin Updates

Few tweaks for the upcoming skins this in testing this cycle.

Zombie Nunu's passive's visual effect is now green to match the rest of the skins particles.
Zombie Nunu's texture have also been updated, including color tweaks and removing a tattoo on his right arm.

Slayer Jinx's textures have also been updated, including color tweaks and adding a tattoo on to her  left arm.

Champion Lore Updates

Several Shadow Isles champions have received new in-game short form lore entries. As we've recently seen with Fiora and Kindred, these will be expanded into longer introductions & backgrounds in the future.

Mordekaiser
''All things must die... and yet I live on.''
The baleful revenant Mordekaiser is among the most terrifying and hateful spirits haunting the Shadow Isles. He has existed for countless centuries, shielded from true death by necromantic sorcery and the force of his own dark will. Those who dare face Mordekaiser in battle risk a horrific curse: he enslaves his victims' souls to become instruments of destruction.
Mordekaiser's title is now "The Lord of Death" rather than "The Master of Metal".  Check out this post by Ant in Oz for context on Mordekaiser's title change.

Hecarim
"Break their ranks and ride them down without mercy. Crush the living and feast on their terror.''
Hecarim is an armored colossus who charges from the Shadow Isles at the head of a deathly host of spectral horsemen to hunt the living. A monstrous fusion of man and beast, cursed to ride for eternity, Hecarim revels in slaughter and crushing souls beneath his armored hooves

Kalista
''When wronged, we seek justice. When hurt, we strike back. When betrayed, the Spear of Vengeance strikes!''
A specter of wrath and retribution, Kalista is the undying spirit of vengeance, an armored nightmare summoned from the Shadow Isles to hunt deceivers and traitors. The betrayed may cry out in blood to be avenged, but Kalista only answers those whose cause she deems worthy of her skills. Woe betide those who become the focus of Kalista's wrath, for any pact sealed with this grim hunter can only end on the cold fire of her soul-spears."

Karthus
"'Death is not the end of the journey, it is just the beginning...''
The harbinger of oblivion, Karthus is an undying spirit whose haunting songs are a prelude to the horror of his nightmarish appearance. The living fear the eternity of undeath, but Karthus sees only beauty and purity in its embrace, a perfect union of life and death. When Karthus emerges from the Shadow Isles, it is to bring the joy of death to mortals as an apostle of the unliving.

Thresh
''The mind is a wondrous thing to tear apart."
Sadistic and cunning, Thresh is a restless spirit who prides himself on tormenting mortals and breaking them with slow, excruciating inventiveness. His victims suffer far beyond the point of death, for Thresh wreaks agony upon their souls, imprisoning them in his lantern to torture for all eternity."

Kha'Zix Isolation indicators added.

Kha'Zix's has received a new isolation indicator - the symbol on the actual champion who is isolated - on both his base and Guardian of the Sands skin to better match that of his Mecha Kha'Zix skin.

Here's Riot Fearless with context on the new indicators.
"Hey all!
We recently found a few moments to update a few Kha’zix skins to have targeting indicators more in line with those on the Mecha Kha’zix skin. We felt like the skin provided a much clearer experience over other skins. We saw a window to fix this in a way that makes players using Kha’zix’s base or other skins much happier about the game, without sacrificing the awesomeness of Mecha (Beep, Boop)."
[For reference, here is the same indicator on Mecha Kha'Zix which has not been changed.]

Zilean New Passive Visual Indicators & VFX Added

While the ability was added in yesterday's update, the VFX and visual indicators for Zilean's new Time in a Bottle passive have been added in today's update.

A small ring appears under each champion, which slowly fills as that champion gets closer to the point when using the ability would level them up. When the circle is full, it turns yellow to show Zilean has enough banked XP to level up that champion and he can click them to grant the XP. As mentioned earlier, this use effect has a 120 second cooldown.

Blood Moon Zilean also has a unique version of the passive activation vfx to match his red vfx.

Balance Changes

* Remember *: The PBE is a testing grounds for new, tentative, and sometimes radical changes. The changes you see below may be lacking context or other accompanying changes that didn't make it in - don't freak out! These are not official notes.
