5/4 PBE Update: MSI Summoner Icons & More Tentative Balance Changes

The PBE has been updated! As we continue the 8.10 PBE cycle, today's patch includes new MSI summoner icons, as well as more tentative balance changes!

Kha'Zix

  • Void Assault (R) 
    • Evolved Adaptive Cloaking
      • [New Effect] Now grants 50% base cooldown reduction to Void Assault (new cooldowns: 50/45/40)
      • [New Effect] Now increases stealth duration by 1.5 seconds (to 3 seconds per cast)
      • [Removed] No longer passively grants stealth or movement speed when entering brush

Sion

  • Roar of the Slayer (E)
    • AP ratio increased from 52% to 55%
      • Vs Live: from 40% to 55%
    • Damage increased from 65/97.5/130/162.5/195 to 65/100/135/170/205
      • Vs Live: from 70/105/140/175/210 to 65/100/135/170/205
    • Slow reverted from 60% at all ranks to 40/45/50/55/60%
    • Tooltip updated to note "Targets hit by the shockwave or the knocked back unit take the same damage and are slowed"

Stormrazor

  • Total gold cost lowered from 3400 to 3200
  • Attack Damage lowered from 65 to 55
  • Attack Speed gained after critically striking increased from 25% to 35%
    • [Bugfix] Fixed a variety of spells not critically striking (Garen, Illaoi, Gangplank, Yasuo, Ekko, Rengar, Mordekaiser, Leona, Rek'Sai, Renekton). I'm aware of a few more, will be working on them tomorrow. We'll be doing a full sweep a bit later in the process, but if you run into ones you expect to work, keep flagging them!
    • [Bugfix] Fixed a bug where it was granting only a very small (much less than 1) amount of movement speed after critical strikes. 

Runes

Fleet Footwork (P1)
  • Movement speed changed from [30%] to [15% - 30%]

"Good day everyone, Riot Rovient here. I'm excited to talk to you all about a new Domination Keystone Rune; Hail of Blades (HoB for the rest of this post). 
Apologies for the delay in getting this Rune summary out to you all. Technical issues have meant that I'm writing to you via Lowbo's account rather than on my own! :) 
Let's take a look at the Rune's tooltip: 
Hail of Blades
Gain 50-100% Attack Speed for the first 3 attacks made against enemy champions.
No more than 1.5s can elapse between attacks or this effect will end.
Hail of Blades allows you to temporarily exceed the attack speed limit.
Cooldown: 5s out of combat. 
Whilst basic attack runes generally lean towards sustained damage, and have therefore landed in Precision, HoB's burst damage offers a fantasy much more appropriate to Domination. In fact, HoB is partially intended to tempt Marksmen who wish to burst enemies or opt into very short trades over into Domination. 
HoB is clearly useful for any Champion with access to a 3-hit basic attack passive, such as Xin Zhao or Vayne, but Champs such Darius should also get a lot of benefit from this Rune as the responsiveness of his Crippling Strike ability also scales with attack speed. 
This rune's tight window is core to maximizing its gameplay; a 1.5s window demands quick follow-up lest the buff end prematurely. This time pressure was designed to ensure that players fully commit and attempt to unleash all 3 enhanced basic attacks in one volley, rather than skirting around a fight and firing off each basic attack one at a time. The pressure to stay committed also introduces a measure of risk/reward to the Rune: do you push for those extra few attacks and expose yourself to the danger, or do you take a more cautious approach and lose out on some of your keystone's power? 
The cooldown of this Keystone works differently to most other Runes; Champions will need to avoid dealing or taking damage for 5 seconds before it'll reset. This includes damage to minions, so HoB users in lane will have to ensure they take opportunities between last hitting to reset their keystone before the next trade with their opponent.

2) ricklessabandon noted a different iteration for Kha'Zix as well as followup Dr. Mundo changes coming in today's PBE Update:
[1] have a new version of kha'zix changes coming to the pbe
[2] will be trying to make a call between this new version, falling back to something similar (but not the same as) yesterday's version, or giving him another patch to figure out
[3] putting up some follow-up mundo changes for testing on the pbe as well
[4] er, i think the kha'zix change on pbe is likely bugged — found an issue where the tooltip will show the reduced cooldown, but it secretly still has the full cooldown… (will have this resolved if we stick with this direction)
3) Riot Axes noted some changes for the Marksman/AD itemization that should already be on the PBE, as well as changes we should see coming soon:

Essence Reaver
New model for the post-ult buff, and bugfixing. Aware of a few more bugs (some attacks that don't proc the post-ult buff or grant cooldown refunds on attacking) on this one that I'll be getting to tomorrow or next week.
  • Passive reworked - now triggers on first basic attack after casting your ultimate.
  • Fixed a bug introduced yesterday that caused it not to restore mana on hit."

Cursor Update 
We've just started looking at updating LoL's cursor (it's certainly showing its age). Plan is to have an updated one in internal testing for a while. Once it's looking solid, we'll then get it onto PBE for a second round of feedback (best guess is that'll be a month or two away). We're taking a slower, more deliberate pace with that testing because of how impactful changes to interface elements like cursors can be, especially when you've spent a lot of time using the previous version and are pretty accustomed to how it behaves. 
Is pre-minion spawn phase worth the time it consumes? 
Something we've been talking a bit about lately is whether or not the phase when the spawning platform barrier is down, but minions haven't yet spawned, is worth the time (about a minute) it consumes. On one hand it can sometimes lead to cool invade, warding or counter jungle play. On the other hand most of the time it just results in people placing a ward or two and then alt-tabbing, spamming /dance etc. 
Been wondering as a result whether we'd be better off removing that phase and getting the game going faster, given it's so often a break in game flow right now. Would need to make a number of adjustments to compensate of course to things like trinket timings, champions who need set up time at camps, effects that support invading/counterjungling (so that's still able to happen in some form) etc. If we were to do so it's not something that would happen until preseason and it's still in the category of something we're thinking about, not something we're committed to doing. Would love to hear your thoughts on the concept. 
What on PBE is for 8.10 versus 8.11 
Been seeing some uncertainty as to which changes currently on PBE are potentially in 8.10 versus which are aiming for 8.11. Quick rundown below as a result for anyone interested: 
8.10:
  • Champion changes with the exception of marksmen base stat changes
  • Scuttle change, Runic Echo change, Talisman change
  • Bounty change
  • Plus likely some more champion adjustments that will come later in the cycle
8.11:
  • AD item changes
  • Marksmen base stat changes
  • Hail of Blades (new Domination keystone)
  • Plus some other stuff that won't hit PBE until the 8.11 PBE cycle"
