7/3 PBE Update: More Tentative Balance Changes

The PBE has been updated! As we continue the 8.14 PBE cycle, today's patch includes more tentative balance changes for Tristana, the Stormrazor item, and more!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Champions
Tristana
  • Explosive Charge (E) 
    • mana cost changed from from [60 at all ranks] to [50/55/60/65/70]
      • Vs Live: from [70/75/80/85/90] to [50/55/60/65/70]
    • cooldown reverted from [16/15/14/13/12] to [16/15.5/15/14.5/14]

Items
Berzerker's Greaves
  • Reverted back to live cost.

Stormrazor
[Stormrazor has other changes in testing on the PBE!]
  • Now gains 1% damage per .75% critical strike chance
    • Lowered from [1% damage per 1.5% critical strike chance]

Runes

Ghost Poro (D3)
[Context from Riot Rovient]
  • Effect changed:
"Entering brush will swap your current Trinket for a Ghost Poro. The Ghost Poro can be placed at your feet and will provide vision for 300s, or until you place a new one. 
Whilst either you or your Ghost Poro is in enemy territory, gain 5-20 adaptive stats, based on level.  
If an enemy enters brush with a poro in it, they scare it away, putting Ghost Poro on a 60s cooldown."

Zombie Ward (D3)
[Context from Riot Rovient]
  • Effect changed:
"Each takedown of an enemy Ward will cause a friendly Zombie Ward to sprout from its corpse. In addition, damaging an enemy Champion after destroying a Ward takedown inflicts 30 - 90 bonus magic damage (based on level). 
Zombie Wards are visible, last for 120s and don't count towards your ward limit."

Ravenous Hunter, Ultimate Hunter, Ingenious Hunter, Relentless Hunter (D4)
[This is a TOOLTIP CHANGE only per Riot Rovient!]
  • Bounty Hunter stacks now grant 80 bonus gold

Context & Notes

1) Riot Rovient noted the Bounty Hunter changes were pushed to the PBE early and would not reflect in game:
"Oh, and that Bounty Hunter change is an accidental upload to PBE. Players won't actually receive bonus gold, it's just the tooltips that were changed. Apologies!"
2) Riot Maple on an 8.13b balance patch planned soon:
"As we talked about on the boards, we're going to be releasing a small patch, 8.13b if you will, given that we're on a 3 week patch cycle atm (8.14 goes live on the 17th/18th of July). Primary focus is on marksman/crit, with a few other champs sprinkled in there in there"
3) Riot NeuroCat noted the Fizz W changes should be heading out with 8.14:
"Just an update, we're looking to ship these changes in 8.14 - I'll let y'all know if we change the numbers, but they don't seem too far off."

New versions of Zombie Ward and Ghost Poro arrive on PBE 

Here's Riot Rovient with details on the Ghost Poro and Zombie ward now testing on the PBE:
Hello PBE players! 
Today we have new versions of two of our 'vision' Runes in Domination; Zombie Ward and Ghost Poro. We noticed from our data that these two Runes featured fairly low pick rates when compared to Eyeball Collection. Worse still, Zombie Ward or Ghost Poro were also less effective in-game, leading to lower than average performance when picked. 
To address these issues, we decided to improve the usability of Ghost Poro and add a damage component to both Runes. Let's dive into the changes: 
Ghost Poro:
The most important change to this Rune is the way you place your spooky friend. 
Shortly after entering brush, your Trinket is swapped out for a Ghost Poro item instead. Using the Ghost Poro item whilst still inside that brush will drop a ghostly sentinel at your feet, where they will remain for 5 minutes or until it is scared off by an enemy Champion. Unlike the live version of Ghost Poro, the Rune goes on a 60s cooldown when the Poro is discovered. 
This usability change means you won't need to consciously avoid brush after placing your Poro exactly where you want it. 
Your current Trinket has been swapped for a Ghost Poro! 
Entering combat or leaving brush without using the Ghost Poro item will immediately swap back to your previous trinket. 
Finally, whilst either you or your Ghost Poro are in enemy territory (which is any location on the opposite side of the river in Summoner's Rift, and anywhere past the half-way point on our other maps), you gain 5-20 adaptive stats, based on level. This is great for aggressive, invading junglers who plan to spend a lot of time harassing the enemy at their camps, or champions who can sneak in and place a Poro in a great spot without too much risk. Hard pushing laners who spend most of their time under the enemy's tower should also get great value from the Rune. :) 
Zombie Ward: 
Not a huge amount has changed about Zombie ward. Clearing enemy Wards (or enabling them to be cleared by placing a Control Ward or hitting the Scryer's Bloom) will spawn a friendly Zombie Ward in it's place. This Zombie Ward now lives for as standard 120s, rather than 30s-120s based on level. 
In addition, after clearing a Ward, you deal a bonus 30-90 magic damage (based on level) to the next enemy Champion you hit with any spell or attack. This damage will likely come on-line towards mid-game, since you'll generally only be clearing wards with regularity once you've got an Oracle Lens or Control Wards purchased. 
Finally, Zombie Wards no longer spawn from your own elapsed wards. We also felt that enticing players to hunt down and clear enemy wards was far more engaging and interesting than having your own vision last a bit longer.
