11/13 PBE Update: All-Star 2018 Login Theme

The PBE has been updated! As we continue the 8.23 PBE cycle, today's patch includes the All-Star 2018 login theme & more tentative balance changes!

All-Star 2018 Login Theme

A new login celebrating All-Star 2018 is now on the PBE:


Miscellaneous 

  • Coven Camille chroma assets updated with a few small tweaks:

Balance Changes

Champions
Taliyah

  • Threaded Volley (Q) mana cost lowered from 60/70/80/90/100 to 50/60/70/80/90

Runes
Dark Harvest (Domination Keystone)
[Dark Harvest has extensive changes testing on the PBE!]
  • Cooldown reset lowered from 3s to 1.5 seconds
  • [Full Tooltip]:
"Damaging a Champion below 50% health deals adaptive damage and harvests their soul, permanently increasing Dark Harvest's damage by 8. 
Dark Harvest damage: 50-80 (based on level) (+8 damage per soul) (+0.25 bonus AD) (+0.15 AP) 
Cooldown: 45s (resets to 1.5s on takedown)"

1) Riot Reinboom noted changes to the in-game stats display:
"On the PBE, thanks to @RiotGreenily, the stats panel is a bit more colorful (and easier to read). :D"
