1/29 PBE Update: More Tentative Balance Changes

The PBE has been updated! As we continue the 9.3 PBE cycle, today's patch includes more tentative balance changes for Cassiopeia, Ezreal, Lucian, and more!

Balance Changes

* NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Champions
Akali
[Akali has other changes in testing on the PBE!]
  • Base HP5 increased from 3.5 to 6

 Cassiopeia
  • Miasma (W) 
    • mana cost increased from 70 at all ranks to 70/80/90/100/110
    • damage per second lowered from 20/30/40/50/60 to 20/25/30/35/40


 Ezreal
  • Arcane Shift (E) damage lowered from 80/130/180/230/280 to 80/120/160/200/240
  • Trueshot Barrage (R) 
    • damage lowered from 350/500/650 to 300/450/600
    • bonus AD lowered from 100% to 80%
    • AP increased from 90% to 100%

Irelia
[Irelia has extensive changes in testing on the PBE!]
  • Ionian Fervor (Passive) bonus magic damaged changed from [15/40/65 at 1/7/13] to [15/18/21/24/27/30/33/36/39/42/45/48/51/54/57/60/63/66]
  • Bladesurge (Q) minion bonus damage increased from 45/60/75/90/105 to 55/75/95/115/135

 Lissandra
  • Ice Shard (Q) mana cost increased from 60/63/66/69/72 to 60/65/70/75/80
  • Glacial Path (E) damage lowered from 70/115/160/205/250 to 70/105/140/175/210

 Lucian
  • Ardent Blaze (W) 
    • Mana cost increased from 50 at all ranks to 70 at all ranks
    • Damage lowered from 85/125/165/205/245 to 75/115/155/195/235

 Sion
  • Decimating Smash (Q) 
    • Minimum damage lowered from 30/50/70/90/110 to 20/40/60/80/100
    • Max damage lowered from 90/150/210/270/330 to 60/120/180/240/300
  • Soul Furnace (W) cooldown increased from 11 at all ranks to 15/14/13/12/11

Sylas
[Context - These changes were hotfixed to live on 1/28!]
  • Attack Damage increased from 55.04 to 58 
  • Magic Resist Growth increased from 0.5/level to 1.25/level 
  • Abscond / Abduct (E) damage increased from 50/65/80/95/110 to 70/85/100/115/130

Zyra
[Changelist/Context]

  • Plant damage lowered from [24 - 109 based on Zyra's level] to [20 - 100 based on Zyra's level]


Items
Infinity Edge

  • AD increased from 75 to 80

Runaan's Hurricane
[This item has other changes in testing!]
  • Movement speed increased from 5% to 7%

Stormrazor
[This item has other changes in testing!]
  • Total cost increased from 2900 to 3100
    • Combine cost increased from 650 to 850

Runes
Magical Footwear (I2)
  • Free boots time increased from 10 minutes to 12 minutes

1) Riot Maple Nectar noted a tentative list of changes this cycle:
"Current plan for 9.3 - keep in mind some of these may still be subject to change, some may not ship, and some may be added."
2) AzuBK provided a changelist for a Sylas buff hotfix that went out on 1/28:
"Sylas isn't climbing as well as we'd hoped, so we're throwing him some safe hotfix buffs.
