2/27 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 9.5 PBE cycle, today's patch includes tentative balance changes!

Balance Changes

* NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Champions
Ezreal
  • Mystic Shot (Q) cooldown reduction on champion hit reverted from 1.25 seconds to 1.5 seconds
  • Essence Flux (W) damage reverted from 70/120/170/220/270 to 80/135/190/245/300

 Gangplank
  • Powder Keg (E) bonus damage increased from 60/90/120/150/180 to 80/105/130/155/180
  • Cannon Barrage (R) damage per wave increased from 35/60/85 to 40/70/100

 Graves
  • Base damage increased from 63 to 66

LeBlanc
  • HP per level reverted from 87 to 92

 Teemo
[Changelist / Context - Early exploration, expect these to test for a short time!]
  • Base damage lowered from 54 to 51
  • Attack speed per level lowered from 3.38 to 2
  • Blinding Dart (Q) 
    • mana cost increased from 70/75/80/85/90 to 80/85/90/95/100
    • damage lowered from 80/115/150/185/220 to 70/105/140/175/210
  • Guerilla Warfare (E)
    • [New] "After a 1 second delay, Teemo becomes Invisible. Teemo is slowed by 25/22.5/20/17.5/15% while not in brush. Teemo will stay Invisible indefinitely if standing still or in brush, and can move up to 4/5/6/7/8 Teemos out of brush, but any non-periodic damage from champions will break him out. Teemo can see 25% farther while stealthed. Upon breaking Guerrilla Warfare, Teemo gains 20/30/40/50/60% Attack Speed for 3 seconds. While on cooldown, standing in brush will tick down Guerilla Warfare's cooldown faster."

Zoe
  • Sleepy Trouble Bubble (E) Cooldown reverted from 18/17/16/15/14 to 16/15/14/13/12

Items
Stormrazor

  • Attack speed increased from 25% to 30%

1) Here's Riot Maple Nectar with a list of champions, items, and runes that should see changes in 9.5:
"Here are the planned changes for 9.5! At this point the patch is more or less locked, but as usual, there may be some changes to what you see in the graphic below when the patch goes live next week."
