4/8 PBE Update: Skin Bios

The PBE has been updated! As we continue the 9.8 PBE cycle, today's patch includes skin bios for new skins this cycle as well as other skin lines!

1) Riot Stellari has tweeted out final tweaks to the upcoming K/DA Evelynn Prestige edition's splash art:
"Here is the final tweaked K/DA Evelynn Prestige edition splash: 
- Lashers/claws are now blue crystal (now matches in-game model) 
- Hair is adjusted to clearly look long and slightly tousled 
- Sparkly dress 
- Added missing thigh-slit and thigh band 
This will be on PBE tomorrow!"
