6/14 PBE Update: Skin Tweaks, Summoner Icons & More

The PBE has been updated! As we continue the 9.13 PBE cycle, today's patch includes tweaks to Arcade Caitlyn and her Prestige skin, new summoner icons, TFT assets, & more!

Today's update brings skin tweaks for Arcade Caitlyn and her Prestige skin:

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Champions
Akali
  • Twilight Shroud (W) cooldown increased from 25/22/19/16/13 to 25/24/23/22/13
    • [probably a bug!]

Illaoi
[Changelist - These changes are versus LIVE values!]
  • Prophet of an Elder God (Passive)
    • Tentacle damage changed from [10-80 (+120%b tAD)] to [10-80 (+40 %AP)]
    • Tentacle duration lowered from 60s to 30s
    • Tentacle additional vision range (where they can be seen in FoW, Brush) lowered from 1400 to 1000
    • [Removed] Tentacles will no longer go in an idle state when Illaoi is not around to command them
    • [Bugfix] enemy champions no longer globally get vision of tentacles that are Slamming
  • Harsh Lesson (W) 
    • Now has a minimum damage of 20/30/40/50/60
      • This works on turrets 
  • Test of Spirit (E)
    • [Removed] reduced by 1 second each time target damages Illaoi
      • "technically this was -1.25 for AAs, -1 for single target spells, and -.66 for Aoe spells and dots
    • Duration of spirit lowered from 10 to 8
  • Leap of Faith (R) maximum summons increased from 5 to 6

Mordekaiser
[These changes were hotfixed to live on 6/13!]
  • Base AD lowered from 65 to 61
  • Base armor lowered from 39 tp 37
  • MR per level lowered from 1.5 to 1.25
  • Armor per level lowered from 4 to 3
  • Darkness Rise (Passive)
    • Base damage lowered from [10 - 35.5] to [8 - 25]
    • Movement speed changed from [5 - 10% at levels 1/6] to [3/6/9% at levels 1/6/11]
    • Opponent's max health % changed from [1 - 6.1% from level 1-18] to [1-5% from levels 1-18]

Pyke

  • Bone Skewer (Q)
    • Stab targeting paradigm changed from [Aoe (30% reduced damage on non-champions)] to [Single Target (nearest unit, preferring nearest champion)]
    • [Removed] Stab 15% bonus damage
    • Cooldown lowered from 14/12.5/11/9.5/8
  • Ghostwater Dive (W) movement speed changed from [40% (decaying to 0% over 5 seconds) to [40/45/50/55/60% (decaying to 0% over 5 seconds)]
  • Phantom Undertow (E)

Qiyana

Rod of Ages

  • Cost lowered from 2700 to 2600
    • Combine cost lowered from 750 to 650

Context & Notes

1) Riot Repertoir provided a changelist on Rod of Ages this cycle:
"At the end of the day, I'm probably just going to take 100-200g off RoA's combine cost for 9.13 and call it good for now. I usually like starting at more dramatic opportunities on these types of projects when there's something known to fall back to."
He also provided a full Pyke changelist for this cycle:
"Here's what I think we're going with for Pyke in 9.13. Went away from the passive swap due to low alignment on confidence levels. Instead taking an approach that hits his damage on the wave pretty hard."
2) Riot Sotere provided a changelist for Illaoi this cycle:
Today's loc lock (we lock our patterns down so tooltips can be updated across the world). That normally means no new big mechanics shifts. Numbers are always subject to change, though. This is how my Illaoi list is looking: #lifeofapatch

He also provided an Udyr changelist for this cycle:

Teamfight Tactics 
As you've probably seen we're working on a new game mode we're calling Teamfight Tactics. If that doesn't ring a bell, this link here's worth checking out:

We're getting really close to PBE for TFT and are very excited to start getting direct feedback on how it's going from you folks. For context we'll be treating TFT when it goes live (not just PBE) as still being in beta. It'll be representative of the sort of experience we think it should offer and we think it's a lot of fun already. It's not finished yet though and plan is to work on it really publicly. That means you'll see some stuff that's looking really polished and some things that are clearly work in progress. There might be some art that needs polishing still for example, bugs you wouldn't expect from a finished mode, some units that haven't been balanced yet etc. 
Our thinking is that it's better to get the mode into peoples hands, with some things still work in progress, so we can start getting wider feedback. Right now's the ideal time to be making changes, whether that's modifying some game rules, addressing particular frustration points, changing how particular units behave or whatever. Plan is you'll see frequent updates, both on PBE and in the patches afterwards, and a lot of communication from us around where things are up to, what we're planning next and what feedback would be especially helpful on. 
Looking at 9.12 so far 
Ok, back to more regular topics now for a bit with some brief initial thoughts on where some champs have landed so far in 9.12: 
  • Mordekaiser 
Clearly OP and by the time you're reading this we've probably already nerfed him. Looks out of line by a clear margin in at least two positions. 
  • Aatrox and Tahm Kench 
Are both looking meaningfully weaker post changes, though not massively so. That's what we were hoping for this round, no immediate follow up changes planned. 
  • Karma and Zac 
Other side of the coin, they're both looking quite a bit stronger, so far that change has also been to the extent we were hoping, so no immediate follow ups planned here either. 
  • Sylas 
Looks significantly weaker. Plan at present is to let him sit for a patch (so no 9.13 changes) then reconsider for 9.14 once things have stabilized. 
  • Yuumi 
Had a couple of significant bugs, in particular one where her mana cost for Q was doubled when attached. We've fixed that, now waiting to see how she's doing. 
  • Ryze 
Seems to be performing about as well as previously in solo queue. Given some need to relearn his kit that suggests changes were likely an overall power increase and we'll see him looking stronger in the coming weeks. Remains to be seen if these changes have finally addressed how big his pro versus regular play performance gap is or whether he remains the poster child for problems in that regard."
