10/1 PBE Update: More Tentative Balance Changes

The PBE has been updated! As we continue the 9.20 PBE cycle, today's patch includes more tentative balance changes!

Miscellaneous 

• Ashe's choose and ban VO were updated along with her full voiceover:
• Choose: "All the world on one arrow."
• Ban: "Coward! May you die with your eyes closed!"

Balance Changes

Champions

Blitzcrank

• Base armor lowered from 44 to 40
• Armor per level lowered from 4 to 3.5

Garen
[Garen has extensive changes in testing on the PBE!]

• Base HP increased from 615 to 620
• HP per level lowered from 85 to 84
• Judgment (E) 
• base damage lowered from 9/15/21/27/33 to 8/12/16/20/24
• AD ratio increased from .28/.31/.34/.37/.40 to .32/.34/.36/.38/.4

• Demacian Justice (R) target's missing HP as damage increased from 20/25/30% to 25/30/35%

Rengar

• Battle Roar (W) damage healed from monster attacks increased from 50% to 100%

Items

Locket of the Iron Solari

• Shield increased from [30 (+15 per level )] to [120 (+10 per level)]

TFT Changes

Kai'Sa

• Bonus attack speed increased from 30/60/90% to 50/75/100%
• Shield increased from 300/600/900 to 400/700/1000

Lucian

• Ability second attack damage increased from 100/225/350 to 125/250/375

Wild

• Attack speed lowered from 12% to 10%

Guardian

• Armor increased from 35 to 45

Knight

• 6 knight damage block lowered from 65 to 60

Gunslinger

• 4 gunslinger random attacks increased from 2 to 3
• 6 gunslinger random attacks increased from 3 to 5

Assassin

• 3 assassin crit chance lowered from 10% to 5%
• 6 assassin crit chance lowered from 20% to 15%
