7/29 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 10.16 PBE cycle, today's patch includes loot assets, chroma updates, tentative balance changes!

• Five Point Strike (Q) Damage increased from 30/55/80/105/130 to 35/60/85/110/135

Bard
[Changelist]

• Base HP lowered from 575 to 560
• Caretaker's Shrine (W) full power heal lowered from 70/110/150/190/230 to 55/95/135/175/215

Fiora
[Changelist]

• Lunge (Q) 
• cooldown lowered from 16/14/12/10/8 to 13/11.25/9.5/7.75/6s
• refund on hitting an enemy lowered from 60% to 50%

Hecarim

• Devastating Charge (E) movement speed increased from 25-75% to 25-100% over 3 seconds

Jax

• Counter Strike (E) cooldown lowered from 16/14/12/10/8 to 14/12.5/11/9.5/8

• Short Fuse (Passive) 
• AP Ratio changed from 30/40/50% based on level to 50%
• Structure damage increased from 200% to 250%

Runes

Nimbus Cloak (S2)

• Movement speed lowered from 15-35% to 10-30% (based on summoner CD)

1) Riot Scruffy provided a look at 10.16 balance changes that should be coming to the PBE to test soon:

"10.16 Patch Preview with changes: Not 100% final, but getting close. We have a good meta, so a lot of small changes is our approach to diversify without destroying it."
