8/25 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 10.18 PBE cycle, today's patch includes tentative balance changes!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

Champions
Ashe
[Changelist]
  • Base AD lowered from 61 to 59

Galio
[Changelist]
  • Winds of War (Q) gust damage lowered from 80/115/150/185/220 to 70/105/140/175/210

Jarvan IV
[Changelist]
  • Dragon Strike (Q) damage increased from 80/120/160/200/240 to 90/130/170/210/250

Xin Zhao
[Changelist]
  • Wind Becomes Lightning (W) 
    • slash damage increased from 30/40/50/60/70 to 40/50/60/70/80
    • thrust damage increased from 30/65/100/135/170 to 40/75/110/145/180
    • thrust damage AD ratio increased from 75% to 80%

TFT Champions

Tier 3
Cassiopeia
  • Ability damage increased from 700/1500/3500 to 750/1600/4000

Context & Notes

1) Riot Scruffy provided changelists for 10.18 balance headed to the PBE this cycle:
"10.18 Patch Preview with changes:  
-Guardian nerf added, this was overly dominant on pretty much every support
-With Sett longer term we want to shift power away from tank into more AD builds. This should help him not to be as flexible in pro while being ok in soloq"

Captain Gameplay added more details on Sett:
"math is still off on a couple things here 
(ie: on Q: 10 (2% per 100 tAD(%)) = 10 + 0% HP ---its still tAD on that, so your level 1 is around 1.4% at 2% per 100 tAD 
and 
you aren't accounting for runes AD) 
Also i'm changing the Q tweak to 
Damage :: 10 / 20 / 30 / 40 / 50 (+ 1 / 2 / 3 / 4 / 5%) (+1% per 100 tAD) >>> 10 / 20 / 30 / 40 / 50 (1% +1 / 1.5 / 2 / 2.5 / 3% per 100 tAD) 
Localization is already locked and the tooltip explicitly calls out the base value % hp, so it needs to exist 
In general this list is still a nerf because we are cautious for worlds. It definitely is aimed at tank builds (esp jungle or sup), but even botrk/triforce builds are gonna suffer a bit from lower early values. I'm expecting to follow up after worlds patch with more adjustments/buffs"
As well as Twitch:
"correction on twitch, the live mechanic is -20% of the previous hit (so 100%, 80%, 64% etc). In light of that, the buff has been changed to -10% total (so 100%, 90%, 80% etc)"
2) Here's BarackProbama with a feedback thread on the tooltip changes that are testing on the PBE:
"Hey friends, Barack here with some upcoming changes to tooltips that will be in your hot little hands on PBE sometime tomorrow. Special thanks to /u/Reinboom for helping (see: doing most of it) 
The First Change: all champions will now have a level-up grid on their expanded tooltip. This should help everyone understand what each character's power progression looks like as the game continues. Feedback that would be useful here is on the format the data is presented in: Do

Another One: Next, we're updating the colors in our tooltips. The goal here is to help you infer important information more quickly by consistifying (very real technical term) the colors across different parts of the interface. If AP is blue in the stats panel the scaling for it probably shouldn't be green in tooltips. We're also starting to use colors to help highlight effects of spells. If a spell heals you that effect will be in green, if it does magic or physical or true damage we will highlight those as well. (and all sorts of other effects can also be highlighted) 
These formatting changes will be rolling out gradually for all champions but some notable champs that have had the work done are: Ezreal, Senna, Yone, Lilia, Volibear

With this set of changes, we're interested in a couple of things:
  • Do the colors we've chosen help you understand the effects of the spells?
  • Are the tooltips more or less readable than they were before? (For this, play a few games to give the changes time to sink in)
More Bits and Bobs:
  • Scaling details are now behind the extended information tooltip. By default, you'll simply see the current value of the spell as well as the stats it scales with (You can have expanded tooltips by default)
  • Scaling on extended tooltips displays the ratio rather that the amount given to you by that ratio."
