11/16 PBE Update: Splash Art, Loot Assets, & More

The PBE has been updated! As we continue the 10.24 PBE cycle, today's patch includes splash art for Star Guardian Soraka Prestige Edition and Cosmic Hunter Varus, loot assets, and more!

Splash Art

While we've already seen them revealed on social media, the splash arts for star Guardian Soraka Prestige Edition and Cosmic Hunter Varus are now on the PBE!

  • Loot assets added to the PBE:
    • Interstellar Bag
      • 5 random Interstellar skin shards. Interstellar skin shards are from the Star Guardian, Pajama Guardian, Cosmic, and Dark Star thematics.
      • 10 random Interstellar skin shards. Interstellar skin shards are from the Star Guardian, Pajama Guardian, Cosmic, and Dark Star thematics.
    • Star Guardian 2020 Capsule
      • "Open to reveal three random skin shards with a 4% chance to obtain an Interstellar Bag. Gemstone and Mythic Skin drop rate multiplied by 1.5 with three chances for each type of drop."
  • Chroma assets for Dark Cosmic Lissandra are now on the PBE:

Balance Changes

  • Ability dodge duration reverted from 2/2.5/3 to 2s
  • [Reverted] Stun is back on ability.

Tier 5
Yone
  • Ability Armor and MR reduction increased from 90% to 99%

Lee Sin
  • Ability stun duration lowered from 1.5/2/10 to 1/1/10

Context & Notes

1) Here's Riot Scruffy with a patch preview for 10.24:
"Patch Preview 10.24
-Focus is mainly on items still, bringing classes and outlier items closer
-Reducing burst from item procs and actives on the AP lines
-Most outlier champs are being covered with item changes
-Tank hotfix nerfs will still be in"
2) Scruffy tweeted a set of Tank nerf oriented hotfixes that will be going to live later today (11/16):

"Tanks nerf Hotfix coming today:  
 
Hits Sunfire and Frostfire a bit harder than Chemtank.

Also includes bugfixes for Wardstone exploit and jungle+support starters."
