9/13 PBE Update: New Loot & Tentative Balance Changes

The PBE has been updated! As we continue the 12.18 PBE cycle, today's patch includes new loot and tons of tentative balance changes!

  • New loot:

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

Ashe
  • Ranger's Focus (Q)
    • bonus attack speed increased from 20/25/30/35/40% to 25/32.5/40/47.5/55%

Hecarim
  • Rampage (Q)
    • damage bonus AD ratio lowered from 95% to 90%
    • damage amp bonus AD ratio lowered from 6% per 100 bAD to 5% per 100 bAD

Kalista
  • Base health lowered from 604 to 564

Kayn
  • Reaping Slash (Q)
    • Darkin Slayer health AD ratio lowered from 5% per 100 bAD to 3.5% per 100 bAD

Lee Sin
  • Health growth increased from 99 to 105
  • Safeguard / Iron Will(W) 
    • life steal & spell vamp increased from 5/9.5/14/18.5/23% to 5/10.5/16/21.5/27%

Lulu
  • Whimsy (W)
    • cooldown increased from 17/16/15/14/13s to 17/16.5/16/15.5/15s
    • polymorph duration lowered from 1.25/1.5/1.75/2/2.25s to 1.2/1.4/1.6/1.8/2s
    • base bonus MS lowered from 30% to 25%

Maokai
  • Sap Magic (P)
    • heal health ratio lowered from 4.8-14% max HP to 4.5-12%
  • Bramble Smash (Q)
    • bonus monster damage increased from 40/60/80/100/120 to 80/100/120/140/160
  • Sapling Toss (E)
    • damage AP ratio lowered from 42.5% to 40%

Miss Fortune
  • Health growth lowered from 107 to 103
  • AD growth lowered from  2.7 to 2.4

Nocturne
  • AD growth lowered from 3.1 to 2.6

Thresh
  • Health growth increased from 115 to 120
  • Flay (E)
    • active base damage increased from 65 - 185 to 75 - 215

Udyr
  • Health growth lowered from 106 to 98
  • Armor growth lowered from 5.2 to 4.7
  • Wilding Claw (Q)
    • mana cost lowered from 45 - 28 to 20 flat
    • Empowered Q AP ratio increased from 0.6% per 100 AP to 0.8% per 100 AP
    • [New] grants 50 bonus attack range
    • Empowered Q double attack AD ratio increased from 6% per 100 bAD to 9% per 100 bAD
    • [New] Empowered Q double attack now deals an additional 2% - 5% health damage, scales with lvl
  • Iron Mantle (W)
    • life steal increased from 15% at all ranks to 15/16/17/18/19/20%
  • Wingborne Storm (R)
    • damage per second lowered from 20/38/56/74/92/110 + 40% AP to 20/36/52/68/84/100 + 35% AP
    • minion damage changed from 50-80% to 40-85%

  • The League of Draven (P) laughter is now "spooky"."

Hello everyone! Thank you for all your comments and feedback. We have gone through all of them and below are the changes made after discussions with parties involved. 
Fright Night Trundle: 
  • BUGFIX: Pillars for chromas have been recolored to be unique per chroma
Fright Night Urgot:
  • Belly twirl issue mentioned with Fright Night Urgot is a parent skin bug. Issue has been passed on to the relevant team. Therefore, the fix for chromas might be adjusted a patch later
Fright Night Nautilus:
  • BUGFIX: Masks on Titan's Wrath (W) for chromas have been recolored to be unique per chroma
